IAS Officer Who Demolished Delhi Monument To Build Bungalow Suspended

The Ministry of Home Affairs (MHA) has suspended 2007-batch AGMUT-cadre IAS officer Udit Prakash Rai, accused of demolishing a monument and constructing a government accommodation, with immediate effect.

According to an order issued by the MHA, departmental proceedings are being contemplated against Rai.

"Now, therefore, the President of India, in exercise of the powers conferred under Rule 3 of the All India Services (Discipline and Appeal) Rules, 1969, hereby places Shri Udit Prakash Rai, IAS (AGMUT: 2007) under suspension with immediate effect.

"It is further ordered that during the period for which this order shall remain in force, the headquarters of Shri Udit Prakash Rai, IAS (AGMUT: 2007) shall be Mizoram and the said Shri Udit Prakash Rai, IAS (AGMUT: 2007) shall not leave the headquarters without obtaining the prior permission of the Competent Authority," the order read.

In August last year, Delhi Lieutenant Governor Vinai Kumar Saxena recommended action against Rai for allegedly accepting a Rs 50-lakh bribe to grant "undue favours" to an executive engineer in two corruption cases. During his tenure as the vice-chairman of the Delhi Agricultural Marketing Board (DAMB), Rai "virtually let off" executive engineer P S Meena in two disproportionate assets cases -- one involving Meena's son and the other involving his wife.

He was allegedly involved in the construction of an official accommodation following the demolition of a 15th-century monument during his tenure as the Delhi Jal Board's (DJB) chief executive officer.

Earlier this year, the Delhi government's vigilance department served a notice to Rai for the construction of the official accommodation following the demolition of the monument.

The monument, a "mahal" (palace) from the Pathan period and the only remnant of the Khizrabad city founded by Khizr Khan of the Sayyid dynasty, was located in the Jal Vihar area, near Lajpat Nagar, in southeast Delhi.

Broad's Momentous 'Last Ball' Sees England Beat Australia, Draw Ashes 2-2

England beat Australia by 49 runs to win the fifth Test at The Oval on Monday and end the Ashes series all square at 2-2. Australia, chasing 384 to win, collapsed from 264-3 to 334 all out, with England's retiring paceman Stuart Broad taking the final wicket. England did the bulk of the damage when, after a rain break of more than two hours, they took four Australia wickets for 11 runs in 19 balls. Off-spinner Moeen Ali took three wickets on his way to innings figures of 3-76 and all-rounder Chris Woakes ended with 4-50.

Broad, England's all-time leading Ashes bowler, then polished off the tail. Australia, as the holders, had already retained the Ashes but they remain without an Ashes series win in England since 2001.

"It was absolutely wonderful," Broad told Sky Sports. "I thought Chris Woakes and Moeen Ali set the tone absolutely unbelievably. 

"Woakesy picked up a couple of wickets, particularly Steve Smith, who has just been a wonderful player to play against all these years.

"Once we got a couple we really started to believe. The crowd were unbelievable. It was so loud and we just jumped on the back of that. To contribute to the team with two wickets is very special.

"When you make that decision you wonder what your last ball will be so to take a wicket to win an Ashes Test match is pretty cool."

England beat Australia by 49 runs to win the fifth Test at The Oval on Monday and end the Ashes series all square at 2-2. Australia, chasing 384 to win, collapsed from 264-3 to 334 all out, with England's retiring paceman Stuart Broad taking the final wicket.  Australia suffered a dramatic collapse in the last session, reduced to 294-8 as England's Moeen Ali and Chris Woakes ripped through their batting order at The Oval.  Rain kept the players off the field for about two hours before Australia, who as the holders have already retained the Ashes at 2-1 up, resumed on 238-3.

That still left the tourists needing 146 more runs to reach an imposing victory target of 384.

Steve Smith, dropped at leg gully by England captain Ben Stokes just before the interval, was 40 not out and left-hander Travis Head 31 not out.

The pair had extended their fourth-wicket stand to 95 when off-spinner Moeen, in what could be his last Test appearance, turned a ball out of the rough.

Head, on 43, tried to drive, with Joe Root holding a routine catch at first slip.

Australia then lost their star batsman when Smith, having completed an 89-ball fifty, fell for 54 when he edged an excellent full-length delivery from paceman Woakes to Zak Crawley at second slip.

And Australia fell to 274-6 when Moeen had all-rounder Mitchell Marsh brilliantly caught by diving wicketkeeper Jonny Bairstow.

Australia's collapse continued when Woakes and Crawley combined again to dismiss Mitchell Starc for a duck and captain Pat Cummins was next to go, caught by Stokes off Moeen for nine.

Earlier, Woakes removed Australia openers David Warner and Usman Khawaja in a dramatic burst of two wickets for one run in seven balls on an overcast morning and with a pitch freshened by rain.

Express quick Mark Wood then had Marnus Labuschagne caught in the slips for 13 to leave Australia 169-3.

England pace great Stuart Broad, who on Saturday made a shock announcement he would retire after the match, took up the attack as the 37-year-old sought to dismiss Warner for the 18th time in Tests.

But it was Woakes who made the breakthrough England desperately needed when a good-length ball, angled across Warner, nipped off the seam and took the outside edge to give Bairstow a simple catch.

Warner was out for 60 and it was not long before Khawaja, the leading run-scorer in the series, followed him.

Khawaja was lbw to Woakes for 72 after being caught on the crease in front of middle and leg stumps by a full-length delivery.

Wood then squared up Labuschagne with an 86 mph (138 kph) delivery that angled in and swung away to take the edge, with Crawley holding a fine low catch at second slip.

Stokes then gave Smith, who has scored three hundreds in five Tests at The Oval, a reprieve on the stroke of lunch after he gloved Moeen.

The ball looped to Stokes at leg gully, who grabbed it one-handed above his head. But as his arm came down, his hand clipped his leg and he dropped the ball.

"We Took Every Step To Restore Peace In Manipur": Minister Anurag Thakur

Union Sports and Youth Affairs minister Anurag Thakur on Sunday took a jibe at the Opposition parties of the Indian National Developmental Inclusive Alliance (I.N.D.I.A.) delegation and asked why they are running away from discussion over the Manipur issue. 

"We have been ready to discuss the Manipur issue since day one. Union Home Minister Amit Shah also invited a discussion over the same. My first question is why the Opposition is running away from this. Second, I want to ask the opposition to share the experiences of their two-day visit to Manipur and take part in the discussion," said Union Minister Thakur while speaking to reporters. 

Notably, the 21-member delegation of the grand Opposition alliance, on Saturday, arrived on a two-day visit to the state, which has seen ethnic strife and violence since May 3.

The 21-member Opposition delegation from both Houses included Adhir Ranjan Chowdhury, Gaurav Gogoi, K Suresh and Phulo Devi Netam of the Congress; Rajiv Ranjan Lalan Singh of the JDU; Sushmita Dev from Trinamool Congress; Kanimozhi from DMK; Sandosh Kumar of the CPI; AA Rahim from CPI(M), Manoj Kumar Jha of RJD; Javed Ali Khan of SP; Mahua Maji of JMM; PP Mohammed Faizal of NCP; Aneel Prasad Hegde of JDU, ET Mohammed Basheer of IUML; NK Premachandran of RSP; Sushil Gupta of AAP; Arvind Sawant of Shiv Sena (UBT); D Ravikumar of VCK; Thiru Thol Thirumavalavan also of VCK; and Jayant Singh of the RLD

Furthermore, Mr Thakur said, "The Congress regime turned out to be a failure when thousands of people were killed in Manipur. At that time, neither Indira ji (former Prime Minister Indira Gandhi), nor Rajiv ji (former PM Rajiv Gandhi) gave a statement on the same. How come they (the opposition) are seeking a statement from us?"

"The Union Home Minister had been in Manipur for four days. We took every possible step to restore peace in Manipur. The opposition should not spread chaos in order to remain in the limelight. It should take part in the discussion rather than do the politics", said Minister Thakur. 

Speaking on Congress leader Adhir Ranjan Chowdhary's remarks on Manipur violence, Mr Thakur said, "Please be enlightened towards the situation of Bengal also. You have to fight elections from Bengal. I want to ask him if 'all is well' in Bengal. They do not have the time to listen to the plight of women in Bengal". 

Earlier, on Sunday, Mr Chowdhary said that the state and the central governments turned a deaf ear to the plight of the people in Manipur. 

Moreover, Union Minister Thakur said, "The parliament is functioning. I want to request the opposition to come to the parliament, take part in the discussion, present their viewpoints and have the courage to hear the truth also".

Significantly, since the beginning of the monsoon session of the parliament on July 20, the opposition MPs of the I.N.D.I.A. alliance have been seeking an elaborate discussion and a statement from Prime Minister Modi over the Manipur issue. The government, on the other hand, says that it is ready to hold a discussion over the same. 

The state has been witnessing an ethnic conflict since May 3 following the High Court's order asking the state government to consider including the Meitei community under the category of Scheduled Tribes (ST). the majority community sought the ST status in order to purchase lands in the hilly areas.

"Difficult To Engage With Present Maharashtra Government": Sharad Pawar

Nationalist Congress Party supremo Sharad Pawar on Sunday said if his party, the Congress and Shiv Sena (UBT), which form the Maha Vikas Aghadi, decide they can usher in change in Maharashtra.

He also said it was difficult to engage with the present state government.

He was speaking at a book launch function where he shared the stage with Shiv Sena (UBT) chief Uddhav Thackeray and senior Congress leader Balasaheb Thorat.

Mr Pawar recalled how previous governments helped preservation of ancient art and culture, literature and history.

"But it is difficult for us to engage with the present state government, But some solution will come out. If we three (MVA components) decide, there can be change," he asserted.

It was for the first time since July 2, when the NCP split due to the rebellion by Ajit Pawar, that all three MVA allies have shared a stage.

During the event, Mr Pawar, said Yeshwantrao Chavan Pratishthan, which he heads, will give Rs 50 lakh to Rajawade Itihas Sanshodhak Mandal, the group that published the books.

On July 2, Ajit Pawar and eight NCP MLAs joined the Eknath Shinde government.

"India Indispensable Partner To Achieve Free, Open Indo-Pacific": Japan

India is an "indispensable" partner in achieving a free and open Indo-Pacific and Japan intends to deepen cooperation with New Delhi in all areas to expand the special strategic and global partnership between the two sides, Japanese foreign minister Yoshimasa Hayashi said on Friday.

Complimenting India's focus on the Global South, he said the call for upholding the free and rules-based international order may sound like a mere slogan unless there was adequate commitment to address the challenges facing the developing countries.

The Japanese foreign minister was speaking at the India-Japan Forum, convened by Ananta Centre and the Ministry of External Affairs (MEA).

In his remarks at the event, External Affairs Minister S Jaishankar elaborated on Japan's support to various sectors in India and identified the semiconductor sector as one of the potential areas for cooperation.

"I think Japan has truly unleashed a number of revolutions in this country. There is the Maruti revolution where it wasn't just the Suzuki car coming in, it wasn't only about a car coming in, it was a way actually for the entire lifestyle, it was a thinking, it was an industrial culture which got changed," he said.

"The second revolution was the metro revolution. I think it's had a very profound impact on the urban infrastructure of India," Mr Jaishankar said.

"The third revolution is in the making, which is the high-speed rail. So I think when we complete that project, people will see in India what an enormous ripple impact it has," he said, referring to the bullet train project that would link Mumbai and Ahmedabad.

The fourth revolution, Mr Jaishankar said, would be the cooperation in emerging and critical technologies and the semiconductor sphere.

"I do believe that there is a huge potential for us to work on. And if you put them all cumulatively, I think Japan's had a very powerful impact actually on manufacturing in India, on our urbanisation process, on the organisation of logistics in this country," he said.

In responding to a question on the threat of terrorism, Mr Jaishankar said it is important to address the "root causes and root countries' '.

To another query on India's options to collaborate with Japan in case of a possible war in the Taiwan Strait as the strength of the partnership will be tested in such a difficult time, Mr Jaishankar said he disagreed with the question.

"I think it is actually peacetime cooperation which is when you are tested because if you do not work everyday to build a relationship and to put in place capabilities and comfort and structures, then when something more severe comes...If I cannot handle a good day, how will I handle a difficult day," he said.

"I would say, for us, really the challenge is that we work everyday in every possible way to strengthen our cooperation -- whether it is in economics, whether it is supply chains, whether it is digital domain, critical technologies and also maritime security," he said.

"If you do all of this, I would say you are contributing to the strengthening of peace, stability and security. So many of the worst fears do not happen if you actually work ahead of it," he added.

Asked what kind of support Japan would extend to India in case of a conflict in the Indo-Pacific or at the India-China border, Hayashi referred to increasing engagement between Tokyo and New Delhi in the defence domain and suggested that such a cooperation will help in dealing with any possible future challenge.

In his opening remarks, Hayashi said there has been progress on India-Japan initiatives in new sectors such as cyber and space, adding discussions toward the realisation of "substantial cooperation" in the areas of defence equipment and technology are underway.

"At a time when there are many pressing challenges including Russia's aggression against Ukraine, Japan and India fully share the necessity to lead the world to cooperation, rather than to division and confrontation," Hayashi said in presence of External Affairs Minister S Jaishankar.

"The free and open international order based on the rule of law is the key to realising such a world," he said, in comments that came against the backdrop of the Russian invasion of Ukraine and China's growing military muscle-flexing in the Indo-Pacific.

Elaborating on the concept, Mr Hayashi said "free" means each country is free to make decisions based on its own sovereignty and "open" means respect for principles including inclusiveness, openness, and diversity.

"It is vital that we refrain from imposing values or excluding certain countries. This concept is especially crucial for smaller countries. In coordination with India, Japan intends to materialize such a concept through realising a 'Free and Open Indo-Pacific' or FOIP," he said.

In March this year, Japanese Prime Minister Fumio Kishida announced Tokyo's new plan for FOIP in New Delhi.

"This fact itself is a reflection of the critical importance Japan places on India, as your nation is an indispensable partner in achieving FOIP, a Free and Open Indo-Pacific," Mr Hayashi said.

Referring to the G7 summit in Hiroshima in May, he said the leaders of the grouping and invited countries including India and Ukraine agreed that unilateral attempts to change the status quo by force cannot be tolerated anywhere in the world.

The Japanese foreign minister said Japan's FOIP makes it clear that South Asia is one of the key regions.

On India's G-20 presidency, Mr Hayashi said Tokyo is very much eager to continue working hand-in-hand with India towards the success of the New Delhi summit of the grouping in September.

"The theme of India's G20 presidency is 'One Earth -- One Family -- One Future'. Prime Minister Modi, in explaining the meaning of this theme, stated that we need to break away from zero-sum thinking, and called for harmony among humankind as well as with planet earth," he said.

"The meaning of G20's theme is in line with the principles of Japan's FOIP, which strives for fostering cooperation at a time of deepening division and confrontation," he noted.

"We look forward to continuing to work side by side with India in the spirit of harmony and cooperation for a better future of the region and beyond," he said.

Delving into bilateral economic engagement, he said Japan has been encouraging Japanese companies to increase investment in India.

"For example, Prime Minister Kishida set the 5-trillion-yen target of public and private investment and financing from Japan to India in the next five years from 2022," he said.

"At the same time, we will work together with the Indian government to effectively address the difficulties that Japanese companies face in the Indian market," he added.

Mr Hayashi also talked about Japan revising its 'Development Cooperation Charter' last month that he said is Tokyo's basic document on development cooperation.

"The new charter will enable Japan to better address development challenges we face including food and energy, climate change, and digital transformation," he said.

"Under this revised charter, we will continue to undertake efforts to build quality infrastructure in India including high-speed rail and urban transportation," he said.

On the high-speed Indo-Japan bullet train project between Mumbai and Ahmedabad, Hayashi said it is expected to improve the efficiency of transportation as well as promote economic development.

"We truly hope that the completion of this high-speed rail will enable India to achieve further economic growth," he said.

Watch: Yusuf Pathan Turns Back Clock, Slams 3 Sixes Against Mohammad Amir

Yusuf Pathan rolled back the years and how, as he produced plenty of big hits and entertainment at the Harare Sports Club, to help the Joburg Buffaloes storm into the finals of the Zim Cyber City Zim Afro T10, after defeating the Durban Qalandars by 6 wickets in Qualifier 1. Yusuf scored an unbeaten 80 from 26 deliveries as the Buffaloes chased down a record total on Friday. Put into bat first, the Durban Qalandars, who had finished top of the table in the league stage, had a slow start, losing the in-form Tim Seifert for 11 in the third over, with the score on 16. That though would kick start a fantastic as Mirza Tahir Baig and Andre Fletcher went through the gears against the Joburg Buffaloes' bowling. 

While it was Fletcher, who was finding the boundaries with more regularity, Baig ensured he kept the scoreboard moving at his end. The duo put on a 49-run stand for the second wicket in quick time before Baig was dismissed in the 6th over for 20 by Victor Nyauchi. A short while later, George Linde departed for 1, and that was followed by the big scalp of Fletcher for 39 off 14 deliveries. 

That brought the due of Asif Ali and Nick Welch to the middle in the death overs, and they piled on the runs at good pace. Both hammered a six each and smashed 8 boundaries between themselves, as the Qalandars' total soared over the 100-run mark, to stop at 140/4 in their 10 overs. At that point, it was the highest total in an innings during the course of the tournament. 

In response, the Joburg Buffaloes did not quite have the start they needed. Mohammad Hafeez and Tom Banton, both big hitters were looking to tee off from the get-go, as required, but the Qalandars' bowlers had other ideas. 

They tied up the batters with some fantastic bowling, which led to Hafeez (17) becoming the first wicket for the Qalandars. Soon after, Banton (4) was cleaned up by Tayyab Abbas, who would also go on to dismiss the dangerous Will Smeed (16) a little later in the fifth over. At that time the score read 56/3, with the Qalandars well and truly in the ascendency. 

Ravi Bopara could only add 1 to the cause before Tendai Chatara had his number, after which Yusuf Pathan and Mushfiqur Rahim came together, with quite the task on hand. After the duo absorbed the pressure, Yusuf broke free against Mohammad Amir in the 8th over, smashing him for 3 sixes and a boundary, in what was a 25-run over, and took the Buffaloes over the 100-run mark. In the final two overs, the Buffaloes would need 39 to win. 

Yusuf completed his fifty in the 9th over, and then continued to put the long handle to good use, much to the joy of the fans. In the final over, the Buffaloes needed 20 to win with Yusuf going great guns.

The Indian batter was absolutely rolling back the years with a vintage knock, and continued in his merry ways in the final over, beginning as he smashed two fours and two sixes, finishing off the game with a boundary to help the Buffaloes storm into the final of the Zim Afro T10.

Video: There One Second, Gone The Next - Building Collapses In Mizoram

A portion of a building perched on a hillside collapsed in a matter of seconds and fell into the valley in Mizoram's capital today.

Dramatic videos of the collapse show the structure standing one second and gone the next while a woman is heard screaming. The falling portion can also be seen taking down parts of the main building with it.

The incident took place in the Zohnuai locality of Aizawl. The building was home to five families, all of whom were evacuated when the structure began to shake. 

An additional 18 families living close to the building have also been evacuated, said officials. Local residents said the road beside which the building stood had developed a crack on June 12. 

Officials said it has been raining on and off in Aizawl, which may have contributed to the building's collapse.

Former Indian cricket team opener Aakash Chopra made a strong case for Shikhar Dhawan's inclusion in the squad for ICC World Cup 2023 but added that it looks highly unlikely that the veteran left-hander will be considered. There were reports that Dhawan will be considered for the Asian Games but the Indian selectors opted for a young side with Ruturaj Gaikwad and Yashasvi Jaiswal being the opening batter choices. Chopra said that Dhawan has been quite effective for India in past ICC tournaments but it seems tough for him to make a comeback ahead of this year's competition.

 “Shikhi boy's name should have been on this list but it seems like it won't be there because his name is not there for the West Indies tour as well and you didn't put his name for the Asian Games too. Dhawan last played for India in an ODI encounter against Bangladesh back in December 2022. Chopra reiterated that the left-hander did not do much wrong but was replaced because of other options who were equally proficient in all three formats.

“When he played the last World Cup, he had a fracture and went out but not before scoring a century in that match as well. There is no competition for him in ODI cricket but at this point in time it doesn't look like the Indian selectors or team management are thinking about him at all."

In the video, Dhoni also had an epic conversation with his wife Sakshi where she asked about the need for such a collection of bikes.

Sakshi asked Dhoni, "Why Mahi why? What was the need of this?"

The former India captain replied, saying: "Because you took everything and I needed to have something of my own. This is the only thing you allowed."

Watch: Pollard Rolls Back The Years With Record-Breaking 110m Six In MLC

South African wicket-keeper batter Heinrich Klaasen scored the first century of the inaugural Major League Cricket (MLC) season as Seattle Orcas defeated MI New York by two wickets in a high-scoring match on Wednesday. Klaasen played a magnificent unbeaten knock of 110 runs off 44 balls to guide the Orcas to victory. After Orcas opted to bowl, MI New York struggled to put runs on the board, before skipper Kieron Pollard and Nicholas Pooran joined hands. Pooran (68) and Pollard (34)'s partnership gave MI Ney York some much-needed momentum.

During their partnership, Pollard smashed a 110-metre-long six, the biggest of the MLC, on the second ball of the 12th over, which was bowled by Cameron Gannon.

Pollard (34) lost his wicket in the following over as the scores for MI New York read 132 runs for the loss of 5 wickets. A steady partnership between Tim David and David Wiese saw New York go past 150 runs. 

However, Tim David (18) failed to build on his solid start as he lost his wicket at the start of the eighteenth over. Rashid Khan (2) lost his wicket cheaply in the subsequent over soon after which Wiese (19) followed suit. 

Nosthush Kenjige (3*) and Trent Boult (20*) scored 22 runs in the final over of their team's innings that saw MI New York end their 20 overs with a total of 194 runs for the loss of eight wickets. 

In reply, Klaasen anchored the Orcas innings, while wickets were falling around him.

Nauman Anwar (51) scored a crucial half-century, providing a helping hand to Klaasen, who struck Rashid Khan for 24 in the 16th over to turn the tide.

Klaasen remained unbeaten with 110 runs off 44 balls as he single-handedly led the Orcas to victory.

Indian women's team captain Harmanpreet Kaur has shaken the entire cricketing world with her unruly behaviour in the third ODI against Bangladesh. Harmanpreet's decision to smash her stumps upon getting dismissed before launching a scathing attack at the umpires in public has not just earned her severe criticism but also a suspension of 2 games. According to an ICC release, Harmanpreet fined 75 percent of her match fee over a Code of Conduct breach and also received four demerit points. According to Afridi, the Indian batter should've been fined 100 percent of her match fee.

With the punishment, you set an example for the future. You can get aggressive on cricket; controlled aggression is good, but this was a bit too much," Afridi told Samaa TV.

As a result of the accumulation of 4 demerit points, Harmanpreet was automatically suspended for the next two limited-overs games. As per the ruling, a player who gets 4 demerit points, is to miss one Test or two ODIs or 2 T20Is, whichever come next.

The suspension, however, comes at the wrong time for the Indian women's team which is to participate in the Asian Games next. Having already qualified for the quarter-finals, the team will no be without the services of its captain for the two knockout games. In a case India do manage to qualify for the final, Harmanpreet would be able to play.

Mining Operations In Goa Will Start By November This Year: Chief Minister

Goa Chief Minister Pramod Sawant on Wednesday told the legislative assembly that the iron ore mining operations in the state, which came to a standstill in 2018, will start by November this year.

The mining industry used to be one of the major revenue earners for the coastal state. However, it stopped functioning in 2018 after the Supreme Court quashed 88 mining leases.

Responding to the demands for grants of the mining department, Mr. Sawant told the House during the ongoing Monsoon session of the assembly that nine blocks of iron ore have already been auctioned.

The state government has collected Rs 45 crore for the auctioning of the nine blocks, he said.

In December last year, the Goa government said it completed the first phase of the auction of mining blocks with four companies winning bids for the extraction of ore from different mineral-rich stretches of the coastal state.

Mr Sawant said that of these four blocks, three will start working from the month to November-December this year.

He said that the state will collect additional revenue to the tune of Rs 300-350 crore in the form of concessional fees when these four mining blocks start functioning.

The chief minister ruled out fears that the machinery and manpower from outside Goa would be employed by successful bidders of these blocks.

He said the state government will ensure that these mining companies employ local machines and manpower.

Mr Sawant said that the process of issuing environment clearances by the state government would be expedited.

The chief minister said the policy to auction the existing iron ore dumps in the state will be announced next month. He told the House that iron ore to the tune of 700 million tonnes is stocked in the form of dumps across the state.

98 Students Died By Suicide In Colleges In Last 5 Years: Central Report

Ninety-eight students died by suicide in the past five years in higher education institutions, including central universities, IITs, IIMs, NITs and IISERs, according to the Union Ministry of Education.

Twenty cases of student suicides have already been reported in higher education institutions (HEIs) in 2023 so far. These include nine cases from central universities and seven from IITs.

The data was shared by Union Minister of State for Education Subhas Sarkar in response to a written question in the Rajya Sabha.

The minister informed that the majority of the suicide cases being reported in the last four years were from engineering institutions.

According to the data, of the 98 students who died by suicide, the maximum cases were from IITs (39), followed by NITs (25), central universities (25), IIMs (4), IISERs (3) and IIITs (2).

In terms of year-wise breakup, the government data shows that 20 student suicides were reported in these institutions in 2023 so far, 24 in 2022, seven each in 2021 and 2020, 19 in 2019 and 21 in 2018.

In a separate question on category-wise suicides, the data revealed that of the seven cases in IITs this year, two students were from SC and one from OBC categories. Of the nine cases in central universities, six were from SC, ST, OBC and the minority communities.

No suicides were reported from IIMs, SPAs and IISERs from these categories in the past two years.

The minister noted that according to the National Crime Records Bureau, there are various causes of suicides such as professional problems, sense of isolation, violence, family problems and mental disorders, among others.

Sarkar said that to address the issue of mental health and wellbeing during and after COVID-19, the University Grants Commission (UGC) has taken various steps and issued advisories to higher education institutions.

"The UGC has also issued guidelines for promotion of physical fitness, sports, students' health, welfare, psychological and emotional wellbeing at HEIs," he said.

"The ministry has undertaken various steps such as peer-assisted learning, introduction of technical education in regional languages for students in order to ease the academic stress.

"The Government of India initiative, named MANODARPAN, covers a wide range of activities to provide psychological support to students, teachers and families for mental and emotional well-being during the Covid outbreak and beyond. The ministry has also advised the institutions to make the system more robust that would include prevention, detection and remedial measures for addressing possible cause of suicides," the minister added.

England captain Ben Stokes has no doubts over James Anderson keeping his place in an unchanged side for this week's Ashes finale, hailing the veteran seamer as "the greatest fast bowler to play the game". The hosts are bidding to end the series all square at 2-2 in a fifth Test at The Oval starting Thursday, with Australia having already retained the Ashes at 2-1 up following last week's rain-marred draw at Old Trafford. Anderson, 41 on Sunday, has taken just four wickets in three matches this series at a costly average of 76.75 apiece.

But Anderson, whose 689 Test wickets are the most taken by any fast bowler, insisted in a recent newspaper column he has no intention of retiring any time soon and plans to continue an England career that already spans 20 years.

Stokes, with England having overlooked the claims of Ollie Robinson and rising star Josh Tongue, was more than happy to have Anderson in his side.

PM Modi To Chair Meetings With Groups Of NDA MPs From July 31: Report

Prime Minister Narendra Modi is likely to hold meetings with groups of NDA MPs between July 31 and August 10 as the alliance gears up its preparations for the 2024 Lok Sabha elections.

BJP leaders held a meeting on Tuesday in the national capital and ten groups of National Democratic Alliance MPs have been formed to deliberate programmes for 2024 general election, party sources said.

The groups have been formed as part of efforts to bring more synergy in poll efforts of NDA constituents.

"Ten groups of MPs have been formed. PM Modi is likely to chair the meetings of each group," a source told ANI.

Meetings on the first day will have MPs from Uttar Pradesh, West Bengal, Jharkhand, and Odisha.

The BJP will also celebrate the 25th anniversary of the NDA with the ruling alliance also seeking to set the narrative for the 2024 poll battle.

Sources said union ministers Nitin Gadkari, Amit Shah, and Rajnath Singh, along with BJP chief JP Nadda have been given the responsibility of coordination with NDA leaders.

Four leaders including Bhupendra Yadav, Sarbananda Sonowal, Tarun Chugh, and Rituraj, have been given the responsibility for NDA programmes and four more leaders including Pralhad Patel, Arjun Ram Meghwal, and V. Muraleedharan have been associated with them.

There will also be another team of ministers and MPs to assist in the tasks.

Apart from Parliament, programmes will also be held in state bhavans like that of Maharashtra and Uttar Pradesh.

This is the first time that the leaders of the alliance will have region-wise deliberations.

The BJP is working on a plan to secure a 50 per cent vote share in the Lok Sabha election along with allies, sources said.

The BJP leadership has identified 160 relatively weak constituencies and the party is making extra efforts to turn around its prospects.

With the opposition putting up a united front, the NDA, led by the Bharatiya Janata Party (BJP), held a mega meeting on July 18.

The BJP-led NDA has 38 parties.

Harmanpreet May Get 2-Match Suspension, Likely To Miss Asiad Games: Report

Indian women's team captain Harmanpreet Kaur could well miss first two games in the upcoming Hangzhou Asian Games on charges of equipment abuse and public criticism of match officials after the tied third ODI against Bangladesh on Saturday. Harmanpreet was adjudged leg before off a Nahida Akter delivery while trying to sweep but she claimed that she got a bottom edge and in a fit of rage shattered the stumps before walking back to the pavilion.

Later at the post match presentation ceremony, she termed the level of umpiring as "pathetic" and also sarcastically asked the umpires to be called to join the teams for trophy ceremony.

Her boorish behaviour had prompted Bangladesh skipper Nigar Sultana to walk away with her team and urge her Indian counterpart to learn some "manners".

"There is still some deliberation going on whether she should get three demerit points or four as there are two charges -- match equipment abuse and criticism of match officials.

"In case there are four demerit points in a space of 24 months, you either miss a Test or two limited over games -- in this case first two games of Asiad. In case, it is three, then she will only cop financial penalty," a senior BCCI source told PTI on conditions of anonymity.

The charges against Harmanpreet has been pressed by ICC international panel match referee Akter Ahmed, who is also from Bangladesh.

Both teams were locked at identical score of 225 and three-match ODI series ended in a 1-1 draw.

5-Tier, Reusable Graves At This Christian Cemetary Fighting Land Shortage

Sixty-four multi-tier, reusable graves have been built at a Christian cemetery in Madhya Pradesh's Indore to tide over a shortage of burial land.

Four bodies can be buried in as many layers one over the other, while the lowest tier will be kept empty for bodies to be placed after five or more years, Indore Catholic Diocese's Bishop Chako Thottumarickal told news agency PTI.

"These 64 five-tier graves have been built at the Kanchan Bagh cemetery. The work was completed on July 1. After the bodies are put in the lowest compartment, we will have space for another four bodies. The idea was finalised through consensus after we sought advice from the community for solutions to tackle a shortage of burial land," he said.

The graves are 4.5 feet wide and 6.5 feet long, with a 16-foot pit with multiple layers as well as space for headstone inscriptions, he said, adding that such an arrangement may be a first for the country.

Asked about the sprinkling of soil on the body by families and whether this tradition can be continued with the new multi-tier graves, the bishop said, "In these modern graves, flowers would be showered. Some people from our community think there is an emotional bond when we put soil over the body but with changing times, we are ready to adopt this innovation."  

More such multi-tier graves will come up in three phases to allow the burial of 1,000 bodies, he said.

"The Catholic community has another cemetery in Indore's Juni area but that too has run out of space. So now burials are taking place in Kanchan Bagh. Some 100 burials take place annually here," he said.

Mumbai Cops Get "Truck With Explosives" Threat, Turns Out To Be Hoax

The Mumbai Police on Sunday received a call claiming an explosives-laden tanker was headed towards Goa, an official said, adding the call turned out to be a hoax.

An unidentified person called up the Director General of the Police control room in Mumbai in the afternoon and said a tanker filled with explosives was on the Mumbai-Goa highway.

Police intercepted the tanker, whose description was given by the caller, at Sangameshwar, 290 km from Mumbai, in Ratnagiri district, the official said.

Police checked the tanker but didn't find any suspicious material and allowed it to proceed with the onward journey, he added.

Further investigation is underway.

8 Arrested For Assaulting Gorakhpur University Official, Ransacking Office

A day after Deen Dayal Upadhyaya Gorakhpur University VC Prof Rajesh Singh was assaulted and his office ransacked by a group of students, the Uttar Pradesh police on Saturday arrested eight people.

"We have arrested Shakti Singh, Prince Tiwari, Shubham Govind Rao, Shivam Pandey, Alok Gupta, Rishabh Singh, Mayank Rai and Shravan Kumar Mishra," Superintendent of Police (city) Krishna Kumar said.

A case was registered under IPC sections 147 (punishment for rioting), 427 (mischief causing damage), 342 (punishment for wrongful confinement), 308 (attempt to commit culpable homicide), 332 (voluntarily causing hurt to deter public servant from his duty), 353 (assault or criminal force to deter public servant from discharge of his duty), and under the Criminal Law Amendment Act on the basis of a complaint by varsity proctor Satyapal Singh, he said.

The police, however, did not specify whether the arrested persons are students, contractors or outsiders.

According to reports, the accused ransacked the vice chancellor's office and also beat him up as well as the registrar, police and administrative officials, and varsity employees on Friday. The heads of various departments of the varsity condemned the incident on Saturday and demanded that stern action be taken against those who disturbed the peace of the varsity. They also appealed to the teachers to prevent the students from being misled.

In a statement issued by the varsity's media department Friday evening, it said FIR has been registered against those who had created ruckus and the students involved in it have been expelled from the varsity with immediate effect.

"Some people, including students, entered forcefully in the administrative block on Friday at 11 am, and they started creating ruckus in the premises. They damaged window glasses, plant pots, chairs and VC's four-wheeler, and also locked the VC, finance officer, registrar and proctor," it said. "Some external elements were trying to motivate the students in a planned conspiracy. Some contractors were also involved in the incident and they have been blacklisted. Some of the teachers were also found to be involved and action will be taken against them," the press note added.

Watch: Ashwin Bowls 'Magic Delivery' To Bowl Out West Indies Captain

Ravichandran Ashwin produced the delivery of the series to breach a dogged Kraigg Brathwaite's defence as West Indies crawled to 174 for 3 at tea against India on the third day of the second Test on Saturday. West Indies skipper Brathwaite (75 off 235 balls) used his enormous powers of concentration to frustrate the Indian attack on an insipid track before world's No. 1 Test bowler held the centre stage with a magical moment that brought the smiles back in Indian camp.

The track on offer here is a poor advertisement for Test cricket and if it gets any rating other than 'Average' from ICC that will be a real surprise.

If West Indies were indiscreet in their shot selection in the opening Test, the home team batters were over-cautious and a lifeless pitch helped their negative approach and a draw seems an inevitability.

Toiling for close to 73 overs on a track which at best can be called 'dead', Ashwin (30-10-57-1) got delivery that had flight and required inward drift which was good enough to entice Brathwaite to plonk his front-foot for his umpteenth defensive prod.

But to his horror, the ball turned sharply, an off-spinner's dream delivery that went between bat and pad to hit the stumps.

A compact defensive player, Brathwaite's only fault was pushing his bat ahead of his pad allowing the ball to exploit the gap to the fullest.

The dismissal came just when Brathwaite and an equally stodgy Jermaine Blackwood (16 off 89 balls) brought their ultra-defensive 'A' game to the fore adding only 40 runs in 21 overs in the post-lunch session.

The Queens Park Oval track has literally nothing in it for bowlers and with West Indies batters intent to block more deliveries, creating chances became all the more difficult.

Having lost better part of the first session to rain, Indian bowlers were left high and dry with the track not showing considerable wear and tear.

The figures of Ravindra Jadeja (19-10-19-1) was an indication enough that defending wasn't difficult as he hardly bowled any wicket-taking deliveries.

Ashwin also had his moments of frustration when he over-flighted a few deliveries and was dispatched to the boundary.

In the morning session, debutant Mukesh Kumar was rewarded for his nagging channel bowling as his maiden wicket in the form of fellow debutant Kirk McKenzie.

Bowling a line which is right on off-stump or shade outside of it, Mukesh bowled a delivery on fuller side with not enough room to cut which McKenzie (32 off 57 balls) edged it to Ishan Kishan for a regulation catch.

McKenzie, who hit four boundaries and a six, looked in fine touch and played with a lot of purpose during his 57-ball stay.

With the pitch not having any purchase for either spinners or pacers, it has indeed been a hard toil for the Indian bowlers so far.

However, one man who would be itching to get into the wickets column will be veteran Saurashtra left-arm pacer Jaydev Unadkat.

The domestic workhorse undoubtedly is the weakest link in the Indian bowling attack as he has so far given away 32 runs in 12 wicket-less overs so far.

More than not getting the wickets, Unadkat hasn't even looked incisive enough to create problems for Brathwaite, who has a compact defensive game.

The lack of pace and not having enough movement off the surface meant that Unadkat was the easiest bowler to negotiate.

With the next series in South Africa, Unadkat with two wicket-less Tests in the West Indies might find it extremely difficult to hold onto his place in the squad.

The difference between him and Mukesh has been the length that the Bengal pacer found which is slightly fuller despite both of them bowling at the same pace.

There is also that slight hint of movement inward or outward that can cause confusion for batters while Unadkat's stock delivery is one that is pushed across the right-handers, which is quite predictable.

One More Detained Over Horrific Manipur Video: Cops

Manipur Police has arrested a sixth person in connection with the May 4 parading of two women naked in Kangpokpi district of the state, officials said on Saturday.

Police said the arrested person is a juvenile.

Police had made the first arrest on Thursday, a day after a 26-second video of the horrific incident surfaced on July 19. Three more arrests were made later that day.

The fifth accused, 19-year-old youth, was arrested on Saturday.

One of the women seen in the video is the wife of an ex-army man, who served as a subedar in the Assam Regiment and had even fought in the Kargil War. 

More than 160 people have lost their lives, and several have been injured since ethnic violence broke out in the state on May 3, when a 'Tribal Solidarity March' was organised in the hill districts to protest against the Meitei community's demand for Scheduled Tribe (ST) status.

Meiteis account for about 53 per cent of Manipur's population and live mostly in the Imphal Valley, while tribals, which include Nagas and Kukis, constitute 40 per cent and reside mostly in the hill districts.

In A First In Rajasthan, Transgender Issued Birth Certificate

In a first of its kind, a transgender has been issued a birth certificate by the Jaipur Greater Municipal Corporation, officials said on Friday.

Bhanwarlal Bairwa, Director of Economic and Statistics Department and Chief Registrar (Births and Deaths), issued Rajasthan's first transgender birth certificate to Noor Shekhawat of Jaipur on Wednesday, they added.

Bhanwarlal Bhairwa said along with the birth records of males and females, the birth records of transgender persons will now be available on the corporation's portal.

An awareness programme will also be launched to encourage transgenders to apply for their birth certificates, Bhairwa said.

Noor Shekhawat's gender was registered as 'male' at the time of birth, he added.

Noor Shekhawat, who passed Class 12 from an English medium school and runs a voluntary organisation for the transgender community, said this initiative will help the government maintain records of transgender persons along with those of disabled persons, men and women.

Noor Shekhawat now plans to urge authorities to provide employment opportunities to the transgender community and reservation in jobs.

Informed About Manipur Video In June? What Women's Panel Chief Said

Following the viral video of women being paraded naked in Manipur, National Commission for Women chief Rekha Sharma on Friday said that there were several complaints from people outside the country and Manipur. She also mentioned that NCW is in touch with officers from Manipur. 

Sharma was responding to the reports claiming that NCW has received a complaint through a letter on June 12 mentioning the horrific incident of women being paraded naked on May 4.  

After the video went viral, the commission took suo motu cognisance of it on Friday and sought an explanation from authorities on the matter.

“First of all, my JS is from Manipur and he is continuously in touch with the officers over there on the phone, so we are in touch with the officers in Manipur. Again and again, I am saying that there were many complaints, there was not one specific complaint and that too from people outside India and outside Manipur. So firstly they had to clarify that whatever written is true and the government of Manipur has to clarify. Firstly, it had to be clarified whether whatever was written is true. Manipur Govt has to clarify and if it is true then they have to work on it. So, accordingly, we wrote to them”, said Commission's chief Rekha Sharma.

On July 20, the National Commission for Women (NCW) formally directed the Head of Public Policy at Twitter India to remove the video showing the disgraceful act of two women being paraded naked in Manipur adding that the video compromises the identities of the victims and is a punishable offence.

A letter on June 12 mentions every horrific detail that these two women are still at the relief camp in Manipur.  Notably, a video of two women being paraded naked by a group of men went viral a day earlier which triggered fresh controversy. However, the incident happened in May this year.
Before the commencement of the Monsoon Session of the Parliament, PM Modi said that he is pained by the incident and no accused will be spared. According to a police official, the incident took place on May 4 in Manipur's Thoubal district and a case of abduction, gang rape and murder has been registered in the matter. Four people were arrested on July 20.

Rahane "Will Have To Make Runs" To Keep Team India Place: Ex-India Opener

Former India opener Wasim Jaffer feels incumbent vice-captain Ajinkya Rahane will have to consistently score runs to remain in the Test reckoning. Rahane, 35, returned to the Indian Test team on the back of an impressive IPL this year and made a strong impression in the World Test Championship final against Australia earlier this year. However, he has flopped twice with the bat which has raised questions about his consistency once again.

"Rahane will have to show consistency in his game, which has been his problem even though he has played 80-90 Tests (84). Consistency has been an issue, he will have to overcome it because India have a good captaincy option in him after Rohit Sharma is done.

"Rahane will have to make runs, and then everything else will follow," Jaffer told media during an interaction organised by Jio Cinema on Friday.

Jaffer said the Indian selectors see a strong captaincy option in Rahane.

"If his form was great from that Australia series after that 36 all-out, the way he led, scored a hundred in Melbourne... had his form remained the same, he would have been the next Test captain. But he lost his form and got dropped," he said.

"However, he reinvented himself in the IPL and got a chance in the WTC final. He was appointed the vice-captain as well, because the Indian selectors see a good leader in him. He still has age on his side but he needs to score runs, if he does not then he will find it difficult," he added.

Mamata Banerjee Announces Rural Jobs Scheme, Names It 'Khela Hobe'

West Bengal Chief Minister Mamata Banerjee on Friday announced that her government is planning a scheme to provide work to the poor in line with MGNREGA, the funds for which she claimed were stopped by the Centre.

Addressing a rally in Kolkata, Ms Banerjee said the scheme will be named 'Khela Hobe' (Game On) -- the slogan of her party TMC during the 2021 assembly elections.

"Despite being the best-performing state in the MNREGA scheme, the Centre has stopped funds out of sheer jealousy and vendetta politics. We will take our fight to Delhi, and on October 2, which is Gandhi Jayanti, we will hold a dharna in Delhi to press for our demands," she said.

"We are planning to start our own 100-day job scheme and it will be named 'Khela Hobe'. The West Bengal government always stands for the poor, and we will create jobs for them," she added.

The TMC also celebrates August 16 as 'Khela Hobe Diwas', during which different sports events are organised across the state.

Congratulating her supporters for the victory in panchayat elections, Ms Banerjee said that the state's image was being tarnished over a few "isolated incidents of violence".

"Every death is tragic. Among the 29 people who died, 18 were from the TMC. Why would TMC workers murder their own party colleagues?" she said.

"We have never supported violence in any form and police have taken action in each and every case registered during the panchayat elections," she added.

Ms Banerjee said the state government will provide Rs 2 lakh as compensation to the families of those killed in the violence, besides a home-guard job to one member of each of those families.

HIV-Positive Person Can't Be Denied Employment Or Promotion: Court

The Lucknow bench of Allahabad High Court has held that a person suffering from HIV, who is otherwise fit, cannot be denied employment or promotion.

The bench comprising Justice D K Upadhyaya and Justice Om Prakash Shukla passed the order on a plea by a CRPF constable challenging a single-judge bench's May 24 order, which rejected his appeal against the order issued by the CRPF that denied him promotion on the ground that he was tested HIV positive.

"A person's HIV status cannot be a ground for denial of promotion in employment as it would be discriminatory and would violate the principles laid down in Articles 14 (right to equality), 16 (right to non-discrimination in state employment) and 21 (right to life) of the Constitution of India," observed the two-judge bench in its order passed on July 6.

Setting aside the single-judge bench order which had expressed favour with the CRPF that the appellant was not entitled to the promotion after having been tested HIV positive, the two-judge bench also directed the central government as well as the Central Reserve Police Force (CRPF) to consider the constable's promotion on the post of head constable from the date of his juniors were promoted.

The bench also directed that all consequential benefits should be extended to him like a head constable who is not HIV positive in the CRPF.

While passing the order, the bench considered the persuasive effect of a judgment rendered by the Punjab and Haryana High Court, which had passed a similar order in favour of an ITBP jawan suffering from HIV in 2010.

In his appeal, the CRPF constable had stated that he was appointed as constable in 1993 and was initially posted in Kashmir. Later, in 2008 he was diagnosed with HIV positive.

The appellant said he was fit to perform his duty and was promoted in 2013 but suddenly he was reversed from the promotion in 2014 and even today after close to nine years, he continued to be employed as constable in CRPF and is in the same medical condition.

Considering the facts of the case, the bench observed, "Since a person, who is otherwise fit, could not be denied employment only on the ground that he or she is HIV positive and this principle also extends to grant of promotion."

The International Cricket Council (ICC) took to social media to share a picture of Bollywood superstar Shah Rukh Khan with the ODI World Cup trophy and fans were sent into a frenzy. India will host the ODI World Cup in 2023 between October 5 and November 19 with ten teams taking part in the prestigious competition. Pakistan, a team that will understandably be in the spotlight, will face Australia in Bengaluru on October 20 while England have been scheduled to take on South Africa the next day in Mumbai.

India would look to avenge their 2019 World Cup semi-final defeat against New Zealand on October 22 at the picturesque Dharamsala while Australia are to face England on November 4 in Ahmedabad.
