No Central Team Allowed To Survey Land For SYL Canal: Punjab Minister

No central team will be allowed to survey land for the SYL canal in Punjab, Finance Minister Harpal Singh Cheema said on Saturday.

Harpal Cheema, who met reporters after a Cabinet meeting, was asked if the Punjab government had received any intimation about a likely central team visit to conduct a survey.

"We have not received any information in this regard yet," the AAP leader said and added that if any central team arrives in the state, the Punjab government will strongly oppose the visit and not allow a survey.

Mr Cheema's response follows Shiromani Akali Dal leader Prem Singh Chandumajra claiming on Friday that central survey teams would arrive in Punjab on November 1.

"We have learnt that central survey teams are expected to come to Punjab on November 1," Chandumajra had said.

The Sutlej Yamuna Link (SYL) canal was conceptualised for effective allocation of water from the Ravi and the Beas rivers. The project envisages a 214-kilometre canal, of which a 122-kilometre stretch is to be constructed in Punjab and the remaining 92 kilometres in Haryana.

Haryana has completed the project in its territory but Punjab, which launched the work in 1982, shelved it subsequently.

Opposition leaders have been attacking the Bhagwant Mann government over the issue, accusing it of failing to safeguard Punjab's interest.

The Supreme Court on October 4 asked the Centre to survey the portion of land in Punjab which was allocated for the construction of the SYL canal in the state and make an estimate of the extent of construction carried out.

The Congress, BJP and the Shiromani Akali Dal have held protests over the past few days on the issue.

WC 2023: Why Suryakumar Can Be The X-Factor For Rohit And Co vs Pakistan

The inclusion of Suryakumar Yadav in the Indian cricket team squad for Cricket World Cup 2023 was met with a lot of criticism from both experts and fans. The explosive batter made a name for himself in the Indian Premier League (IPL) and T20I matches but his form in ODI cricket left a lot to be desired. Be it the lack of consistency or how he paces his innings, a question mark always loomed over his prospects in the World Cup. However, back-to-back half centuries against Australia just ahead of the tournament proved to be a major confidence boost for him and against Pakistan on Saturday, he can prove to be the X-factor.

At present, there is no guarantee that he will even make the playing XI with the batter not featuring the first two matches of Cricket World Cup 2023. The Indian cricket team went with three spinners in the match against Australia and against Afghanistan, Shardul Thakur replaced Ravichandran Ashwin. However, heading to Ahmedabad, the conditions are going to be far more batter-friendly and it is that factor precisely that opens the gates for Suryakumar to finally make his debut in the competition.

The Narendra Modi Stadium at Ahmedabad has traditionally favoured batters and with Shubman Gill not a certainty due to illness, India may find themselves looking to boost the batting line-up. In Gill's absence, Ishan Kishan has taken his place as opener with Shreyas Iyer, KL Rahul and Hardik Pandya forming the middle order after Virat Kohli. However, Kishan and Iyer both failed to perform against Australia.

While the batters were back in good touch against Afghanistan, the bowling attack of Shaheen Afridi, Haris Rauf and Shadab Khan will provide a significantly harder challenge. In that case, India may opt for five bowlers with Hardik Pandya being the third pace option and include Suryakumar as a specialist batter. In a pitch that is known to produce big scores, an extra batter can end up being a huge factor.

Suryakumar has played three matches at the venue for Mumbai Indians in the IPL and he has scored 93 runs with one half century and a strike rate of 138.81. While the difference in formats surely needs to be considered, his explosive style of batting is something that can prove crucial against Pakistan. It is a possibility that he can be used as the No. 6 batter after KL Rahul and that decision will mean that India will go into the match with a batting that extends till No. 8 in the form of Ravindra Jadeja.

WC: Williamson Leads NZ To Win Over Bangladesh, Suffers New Injury Worry

Kane Williamson marked his return to the World Cup with an undefeated 78 as New Zealand cruised past Bangladesh by eight wickets on Friday but the captain was forced to retire hurt with a thumb injury. Williamson had been sidelined with a serious knee injury picked up during the IPL and sat out New Zealand's first two wins at the World Cup. Chasing 246 to win, the 33-year-old, playing his first ODI since January, had reached his 43rd fifty in the format off 81 balls and was looking well set for a century.

He moved on to 78 with eight fours and a six when he had to call it quits after a throw from the deep rapped him painfully on the glove, jamming his thumb against the bat handle.

In discussion with the medical team, and with the Black Caps only 46 runs short of victory, it was decided to take Williamson out of the game.

"Not sure just yet," said Williamson when asked about the gravity of the injury.

"It got a bit fat and colourful straight away which made holding the bat difficult. I'll have a scan tomorrow and hopefully it's okay."

New Zealand comfortably wrapped up their third win with 43 balls to spare.

Williamson had put on a second-wicket stand of 80 with opener Devon Conway (45) and then 108 with Daryl Mitchell who raced to his 50 off 43 balls.

Mitchell did it in some style with a giant heave for six off Bangladesh seamer Shoriful Islam.

Mitchell finished undefeated on 89 off just 67 deliveries, with six fours and four sixes under his belt.

New Zealand, runners-up at the 2015 and 2019 World Cups, had already defeated defending champions England as well as outsiders Netherlands in India.

Bangladesh defeated Afghanistan and then lost to England.

Earlier, Mushfiqur Rahim hit a fine half century to lead Bangladesh to 245-9 while veteran Black Caps fast bowler Trent Boult claimed a 200th one-day international wicket.

Mushfiqur made 66 off 75 balls with six fours and two sixes, taking his number of fifties in the format to 48 having also hit a half-century against England three days ago.

The 36-year-old, playing in his 259th ODI, shared a crucial 96-run fourth wicket partnership with skipper Shakib Al Hasan (40) to help their team recover from 56-4.

Mushfiqur was eventually clean-bowled by Matt Henry as he attempted to pick up the scoring rate after Shakib had perished, caught by wicketkeeper Tom Latham off Lockie Ferguson after top-edging an attempted pull shot.

Shakib ended his innings suffering from cramps in the sweltering heat and batting without a helmet or cap against the spinners.

After the game, teammate Najmul Hossain Shanto said Shakib "has gone for a scan" without specifying the injury concern.

"We'll then know what's happened to him," said Najmul.

Mushfiqur's brother-in-law Mahmudullah, batting at number eight, added a valuable undefeated 41.

Boult, meanwhile, became the sixth New Zealand player to take 200 ODI wickets.

The 34-year-old reached the personal landmark when he dismissed Towhid Hridoy, caught at extra cover by Mitchell Santner for 13, in the 38th over.

Playing in his 107th ODI, Boult also dismissed opener Liton Das off the first ball of the match.

Liton was celebrating his 29th birthday but any hopes of a big score to mark the occasion were shattered when he shuffled down the wicket to confront Boult only to sky the ball to a grateful Henry who pocketed the chance at fine leg.

Punjab's 2-Day Assembly Session "Is Bound To Be Illegal": Governor Office

Days after the Bhagwant Mann government called a two-day sitting of the Punjab Assembly, the Governor's Secretariat has said this session -- being projected as an extension of the Budget session -- is "bound to be illegal" and any business conducted during it "unlawful".

However, notwithstanding the Governor's Secretariat's letter dated October 12 pointing to the alleged illegality involved, the Vidhan Sabha Secretariat on Friday announced the schedule of the session.

This is the second time this year that a row has erupted between the AAP government and the Raj Bhavan over the summoning of an assembly sitting and fresh developments are likely to escalate it further.

The Raj Bhavan reminded the assembly secretary on Thursday that a few months ago, the governor had termed a similar special sitting of the budget session in June "patently illegal".

Punjab officials had earlier said the October 20-21 session would be an extension of the fourth session -- the budget session in March.

The session is widely expected to discuss the recent Supreme Court directive on the construction of the Sutlej-Yamuna Link Canal in Punjab, a project which the state is reluctant to complete, claiming that it has no water to spare for neighbouring Haryana.

According to the tentative schedule issued by the Punjab Vidhan Sabha Secretariat on Friday, the sitting will begin with obituary references on October 20 at 11 am, followed by legislative business to be taken up at 12 pm. The House will take up legislative business on October 21.

In its letter to the Punjab Assembly's secretary, the Governor's Secretariat said, "I have been instructed to draw your attention to the Hon'ble Governor's letter dated July 24, 2023, which recorded Hon'ble Governor's objection to a similar extended session styled as the 'Special Session of the 4th (budget) of the 16th Punjab Vidhan Sabha', called on June 12, for June 19 and 20." "Based on legal advice and for reasons stated in the said letter, Hon'ble governor had pointed out that the calling of such a session was patently illegal, against the accepted procedures and the practice of the legislature, and against the provisions of the Constitution," it stated.

In the present case also, calling a "special session of the fourth budget session of the 16th Punjab Vidhan Sabha", suggesting that it is a continuance of the fourth session which was adjourned sine die on June 20, is "an attempt to extend the budget session which was summoned by the Hon'ble Governor for March 3, 2023, and which stood concluded on March 22 after the completion of the agenda for business of the said session", the letter said.

"In view of the reasons stated in the letter dated July 24, any such extended session is bound to be illegal, and any business conducted during such sessions is unlawful, and ab initio void (having no legal effect)", it added.

On Thursday, Punjab Governor Banwarilal Purohit told reporters in Amritsar that he was not asked about the two-day assembly session being called by the AAP government.

Officials argue that the session will be an extension of the budget session and there is no need to take the approval of the governor.

Since the fourth session has not been prorogued yet, approval of the governor to call a sitting of the assembly is not required and the assembly speaker is competent to convene it, official sources had said earlier.

The Mann-led Punjab government has locked horns with the Raj Bhavan on several issues in the past.

In July, Purohit said that once the business of the meeting is over and nothing remains to be transacted, the meeting cannot be artificially kept alive. His response had come after Mann urged him to sign the Sikh Gurdwaras (Amendment) Bill, 2023, aimed at ensuring a free-to-air telecast of 'Gurbani' from the Golden Temple in Amritsar.

It was one of the four bills passed during the June 19-20 session. The bills are still lying with the governor for his approval.

On the SYL issue, the opposition parties have turned the heat on the AAP government, accusing it of weakening Punjab's stand in the Supreme Court by stating that the state government was "ready to build the canal but the opposition parties and farmers were not allowing it".

The top court had on October 4 asked the Centre to survey the portion of land in Punjab that was allocated for the construction of part of the SYL canal and make an estimate of the extent of construction carried out there.
