"Dissent Should Be Expressed Within Bounds Of Dignity Of House": Om Birla

Lok Sabha Speaker Om Birla on Tuesday said that dissent should be expressed within the bounds of dignity and decorum of the House.

Addressing the valedictory session of the orientation programme for members of the Rajasthan Assembly, Mr Birla said it is a matter of utmost importance for the members to establish the highest standards of conduct in the House.

"In a democracy, there may be differences of opinion on policies and issues, but disagreements and dissent should be expressed within the bounds of dignity and decorum of the House," he said.

Mr Birla emphasized that there should not be any disruption in the House during addresses of the president and the governor.

Observing that these are sacrosanct occasions in our parliamentary system, he advised the members to be sincere during these addresses.

Mentioning that every member has an important responsibility to make the House the cornerstone of democracy, he urged the members to devote their full time to the House.

The Lok Sabha speaker said that learning from others will widen the perspective of the members and this will help them to deliver speeches more effectively.

He also suggested the members to read old debates, laws and rules, which will help them to be better legislators.

Mr Birla said that as members of the legislative assembly, it is their responsibility to fulfill the hopes, expectations and aspirations of the people they represent.

The Lok Sabha speaker said that the members, as people's representatives, should regularly communicate with the grassroots level elected organisations in their area, participate in development activities and raise their issues in the House.

He suggested that the members should be technology-friendly and should use technology as an effective tool to connect with the people at the grassroots level.

Always Prioritised Equal Development For All, Says Manipur Chief Minister

Manipur Chief Minister N Biren Singh on Monday inaugurated 10 development projects worth Rs 126.54 crore and laid the foundation stones of 15 schemes, estimated to cost around Rs 86.45 crore.

Addressing the public at Model Residential School at Mantri Pantha in Chandel district, Mr Singh emphasised the importance of cordial relations and inclusive development across the state.

He said the government has always prioritised equal development for all. Mr Singh mentioned that he had advocated for a topography-based budget to central leaders, as hilly areas require more funds for development due to their lower population.

Mr Singh highlighted the successful implementation of welfare schemes introduced by the central government, which have benefited numerous families.

He mentioned that the Model Residential School complex was constructed at a cost of approximately Rs 25 crore.

Additionally, he announced that the United College in Chandel will be covered under the newly launched College Fagathansi Mission, with eight new classrooms being constructed at a cost of Rs 2.5 crore.

He expressed his desire to transform Chandel into a tourist spot by encouraging locals to build homestays. He urged the public to unite in undertaking development works.

The projects inaugurated included the Model Residential School, the construction of a girl's hostel for minority students at Chakpikarong, and the construction of a 150-feet bailey bridge over Chakpi river at Mantri Pantha, according to a statement issued by the Chief Minister secretariat.

Poll Body Reschedules UP Bypoll Due To Public Holiday For Ram Temple Event

The Election Commission (EC) on Monday rescheduled a bypoll to fill a vacancy in the Uttar Pradesh legislative council as the last date to withdraw candidature was January 22, which the state government has declared a public holiday to mark the Ram temple consecration ceremony at Ayodhya.

In a statement, the poll panel said January 22 was the last day to withdraw candidature for the January 29 bypoll. But in view of the public holiday, the last date to withdraw nominations has now been fixed at January 23 and the bypoll itself will take place on January 30, instead of January 29.

On January 4, the EC announced two legislative council by-polls for Telangana and one for Uttar Pradesh.

It made it clear that the by-polls scheduled for Telangana will go ahead in accordance with the schedule announced earlier.

According to the established practice, polls and counting of votes for the Rajya Sabha and legislative councils take place on the same day.

The by-poll for the Uttar Pradesh legislative council was necessitated after former deputy chief minister Dinesh Sharma resigned from the state's Upper House after being elected to the Rajya Sabha.

Sack Narayan Rane From Cabinet Over Shankaracharya Remark: Thackeray Sena

The Shiv Sena (UBT) has demanded the dismissal of Union Minister Narayan Rane from the Union cabinet for questioning the "contribution" of Shankaracharyas to the Hindu religion.

The Uddhav Thacerkay-led party also sought a public apology from the BJP ahead of the consecration ceremony of the Ram temple in Ayodhya over Mr Rane's comments.

Shiv Sena (UBT) ally Congress staged a protest at the party office in Mumbai against Narayan Rane on Sunday.

Speaking to reporters in Palghar, Mr Rane said the Shankaracharyas should bless the Ram Temple instead of criticising some aspects and accused them of looking at Prime Minister Narendra Modi and the BJP through a "political prism".

"No one could do it until now. PM Modi and the BJP took it up and a temple is being built. Should they bless the temple or criticise it? It means Shankaracharyas look at Prime Minister Narendra Modi and the BJP through a political prism. This temple is not built on politics but on religion. Lord Ram is our God," he said.

"The Shankaracharyas should tell what is their contribution to the Hindu religion," he said.

Addressing a rally on Saturday night, Shiv Sena (UBT) leader Uddhav Thackeray said the BJP should issue a public apology ahead of the consecration of the Ram temple for the "derogatory" remarks made by Mr Rane against Shankaracharyas. He also demanded the BJP expel Mr Rane.

Speaking to reporters on Sunday, Shiv Sena (UBT) MP Sanjay Raut said Mr Rane insulted Hinduism by questioning the contribution of the Shankaracharyas.

"The BJP must apologise before January 22. We demand that Prime Minister Narendra Modi sack Mr Rane from the Union cabinet," Mr Raut said.

Supriya Sule, the working president of the Sharad Pawar-led Nationalist Congress Party, said it was for the BJP to respond to Mr Rane's comments.

On Friday, the VHP's working president Alok Kumar said two of the four Shankaracharyas have "openly welcomed" the upcoming consecration ceremony, but none would attend the grand event in Ayodhya.

They will visit the Ram temple later "as per their convenience", he told PTI.

The Opposition has been targeting the BJP over reports of respective Shankaracharyas of Shri Shringeri Sharda Peeth Karnataka, Dwarka Sharda Peeth in Gujarat, Jyotir Peeth in Uttarakhand and Govardhan Peeth in Odisha deciding not to attend the consecration ceremony.

Jyotirpeeth Sankaracharya Swami Avimukteshwaranand Saraswati reportedly said it would not be right to perform a consecration ceremony at this stage as the construction is not complete yet.

I've played for a long time and I'm an experienced player, and I think it's something I should have done," the Sydney-born cricketer concluded.

Delhi Police Arrest Two Brothers After 24 Years In Kidnapping Case

Two brothers who were on the run for 24 years in a kidnapping case here have been arrested by the Delhi Police Crime Branch, officials said on Saturday.

The accused duo -- Vinit Aggarwal (50) and Puneet Aggarwal (48) -- were arrested from their houses in Delhi's Pitampura and Haryana's Gurugram respectively on Thursday, they said.

Vinit works as a trader of plastic items in Bawana industrial area, while Puneet is a dry fruits dealer in the Khari Baoli area here.

Special Commissioner of Police (Crime) RS Yadav said the duo along with one Suneet Aggarwal were allegedly involved in the kidnapping of a shopkeeper from Kinari Bazar in Chandni Chowk in north Delhi's Kotwali area in 2000.

They charged a ransom of Rs 50,000 and later left him near the Tughlak Road in central Delhi, Yadav said.

Suneet and Vinit were arrested after the incident but Puneet was absconding, he said.

Another police officer said after attending a few hearings in the case, Vinit skipped the trial while he was on bail and was declared a proclaimed offender by the court.

Subsequently, Puneet was also declared a proclaimed offender as the police could not trace him, the officer said.

During interrogation, the brother-duo disclosed that they committed the crime to earn easy money, the officer added.

The accused said after the incident, they went to Mumbai and remained there for ten years and did not contact anyone during the period. They returned to Delhi in 2010, the police said.
