Rs 9,188 Crore Donations In Electoral Bonds In 6 Years, 57% For BJP: Report

Electoral bonds generated donations worth over Rs 9,188 crore for all political parties put together till 2021-22, of which the BJP alone accounted for over 57 per cent as against the Congress' 10 per cent, data published by the Association for Democratic Reforms (ADR) said.

Between 2016-17 and 2021-22, the last year for which the data is available, seven national parties and 24 regional parties received a total donation of Rs 9,188.35 crore through electoral bonds.

Of this, the BJP received Rs 5,272 crore and the Congress received Rs 952 crore, while the rest went to other parties.

A five-judge constitution bench of the Supreme Court on Tuesday began hearing a batch of pleas challenging the validity of the electoral bond scheme for political funding of parties.

According to ADR, national parties experienced a significant surge in electoral bond donations, witnessing a 743 per cent increase between FY 2017-18 and FY 2021-22.

In contrast, corporate donations to national parties increased by only 48 per cent during the same period, it said.

State parties also received a substantial proportion of their donations through electoral bonds.

The electoral bonds scheme was introduced in 2017 by way of a Finance Bill and was implemented in 2018. It serves as a means for individuals and entities to make donations to registered political parties while maintaining donor anonymity.

The State Bank of India (SBI) issues the bonds in denominations of Rs 1,000, Rs 10,000, Rs 1 lakh, Rs 10 lakh, and Rs 1 crore.

In July this year, the ADR said that more than half of all donations received by political parties between 2016-17 and 2021-22 were through electoral bonds and the BJP received more funds than all other national parties put together.

It said donations worth around Rs 16,437 crore were received by the seven national parties and 24 state parties between 2016-17 and 2021-22. Of this, Rs 9,188.35 crore -- around 56 per cent -- were received through electoral bonds.

No Exit Polls Till November 30, Says Election Commission

The Election Commission on Tuesday issued a notification banning conduct, publication and publicity of exit polls from 7.00 AM of November 7 and 6.30 PM of November 30 when five states go for assembly elections.

While polling will be held in two phases in Chhattisgarh on November 7 and November 17, voting will take place in Mizoram, Madhya Pradesh, Rajasthan and Telangana on November 7, November 17, November 25 and November 30 respectively.

Citing provisions of the electoral law, the EC noted that "any person who contravenes the provisions of this section shall be punishable with imprisonment for a term which may extend to two years or with fine or with both".

It notified the period between 7:00 AM on November 7, 2023 (Tuesday) and 6.30 PM on November 30, 2023 (Thursday) as the period during which conducting and publishing or publicising exit poll by means of the print or electronic media or dissemination in any other manner whatsoever, the result of any exit poll in connection with the five elections and assembly by election in Nagaland, shall be prohibited.

Man Found Dead In Noida Flat With Injury Marks On Neck

A 57-year-old man was found dead inside his flat here on Monday with the police suspecting it to be a case of murder.

Police received a phone call at around 9 a.m. from the nephew of the deceased -- Shashi Sharma -- alerting them about the body.

There were injury marks on his neck and it appeared to be a case of murder, police said.

"Dharmendra Sharma informed the police that his uncle Shashi Sharma's body is lying in a room of his (uncle's) house in Janta Flats, sector 40 and that the body has injury marks on its neck,” a police spokesperson said.

The official said an FIR was being lodged in the case at the local Sector 39 police station and an investigation has been launched.

Upon receiving the information, a field unit of personnel went to inspect the incident and further legal proceedings in the case are underway, the police added.

Delhi's Air Quality Deteriorated To 'Very Poor' Category

Delhi's air quality deteriorated to the "very poor" category on Saturday and is predicted to worsen further due to unfavourable meteorological conditions, according to weather monitoring agencies.

The city's 24-hour average Air Quality Index (AQI) stood at 304, worsening from 261 (poor category) on Friday, according to the Central Pollution Control Board.

It was 256 on Thursday, 243 on Wednesday and 220 on Tuesday.

The AQI was 291 in neighbouring Ghaziabad, 272 in Faridabad, 252 in Gurugram, 284 in Noida and 346 in Greater Noida.

An AQI between zero and 50 is considered 'good', 51 to 100 'satisfactory', 101 to 200 'moderate', 201 to 300 'poor', 301 to 400 'very poor', and 401 to 500 'severe'.

According to the Centre's Air Quality Early Warning System for Delhi, the city's air quality deteriorated to the 'very poor' category due to slow wind speed at night and a dip in temperatures.

The air quality is expected to remain very poor till the end of the month, it said.

Earlier in the day, Delhi Environment Minister Gopal Rai said the number of stubble-burning incidents recorded in neighbouring states so far is fewer than last year and the overall contribution of farm fires to the city's air pollution is expected to reduce.

However, he cautioned that air pollution may increase in the coming days due to unfavourable meteorological conditions.

Only around 2,500 stubble-burning incidents have been recorded so far, compared to 5,000 such cases during the same period last year, he told reporters here.

According to the Indian Agricultural Research Institute, Punjab, which accounts for the maximum number of cases of stubble burning every year, reported 49,922 farm fires in 2022, compared to 71,304 the previous year and 83,002 in 2020.

The agrarian state logged 50,738 incidents of stubble burning in 2019, 59,684 in 2018, 67,079 in 2017, and 1,02,379 in 2016.

Haryana recorded 3,661 farm fires in 2022, down from 6,987 in 2021 and 4,202 in 2020.

The neighbouring state witnessed 6,364 incidents of stubble burning in 2019, 9,225 in 2018, 13,085 in 2017, and 15,686 in 2016.

Unfavourable meteorological conditions and a cocktail of emissions from firecrackers and paddy straw burning, in addition to local sources of pollution, push Delhi-NCR's air quality to hazardous levels during winter.

According to an analysis conducted by the Delhi Pollution Control Committee, the capital experienced peak pollution from November 1 to November 15 when stubble-burning incidents in Punjab and Haryana peak.

While Delhi is facing a sharp decline in air quality in the coming days, crucial data that helped the government prepare a strategy to mitigate the air pollution problem is missing.

The Ministry of Earth Sciences' System of Air Quality and Weather Forecasting and Research, which provided data about the contribution of smoke from farm fires to Delhi's air pollution, has not been providing updates, and associated officials are unaware of the reason.

"We are not aware of why updates on the SAFAR portal have stopped," said an official at the Indian Institute of Tropical Meteorology, which operates the website.

Similarly, data from the Decision Support System, a numerical model-based framework capable of identifying sources of particulate matter pollution in Delhi, isn't accessible to the general public anymore.

Recently, Delhi Environment Minister Gopal Rai alleged the city government's study to determine pollution sources in the national capital has been halted "unilaterally and arbitrarily" on the orders of DPCC Chairman Ashwani Kumar.

The Delhi government had last month launched a 15-point action plan to mitigate air pollution in the capital during the winter season, with a strong emphasis on addressing dust pollution, vehicular emissions, and the open burning of garbage.

Special drives to check dust, vehicular and industrial pollution are already underway in the city.

In keeping with the practice of the last three years, Delhi had last month announced a comprehensive ban on the manufacture, storage, sale and use of firecrackers within the city.

A public awareness campaign, 'Patakhe Nahi Diye Jalao,' will soon be reintroduced to discourage firecracker burning.

The government has also prepared a pollution mitigation plan for each of the 13 identified pollution hotspots -- Narela, Bawana, Mundka, Wazirpur, Rohini, R K Puram, Okhla, Jahangirpuri, Anand Vihar, Punjabi Bagh, Mayapuri, Dwarka.

Rai recently said the government has identified eight more pollution hotspots in addition to the existing 13 in the national capital and special teams will be deployed there to check pollution sources.

He said the government has also decided to use suppressant powder to prevent dust pollution in the city.

Dust suppressants could include chemical agents like calcium chloride, magnesium chloride, lignosulfonates and various polymers. These chemicals work by attracting and binding fine dust particles together, making them too heavy to become airborne.

In Mizoram Manifesto, BJP Promises 33% Quota For Women In Jobs

BJP president JP Nadda on Friday released his party's manifesto for the assembly elections in Mizoram, making a host of promises, including a 33 per cent reservation for women in government jobs and investigation into a social welfare scheme of the MNF government.

In the 70-page 'Vision Document', the BJP went big on promises aimed at attracting the women voters, who play a significant role in Mizoram's society.

Speaking at the function after releasing the manifesto, Mr Nadda said the BJP is committed to making it the document of reality.

"Many political parties come out with their vision document, their mission document, their manifesto, but we find them to be a mere piece of paper because even they are not very sure whether they are going to pursue that vision or mission or commitment. But, when BJP brings out a 'vision document', it is well-researched," he said.

Noting the key points in the document, Mr Nadda said that if voted to power, the BJP will invest Rs 1,000 crore to revamp the agricultural infrastructure of the state.

It will also introduce 33 per cent reservation for women in government jobs, and establish 'Mizoram Hmeichhiate Battalion' -- the state's first all-women police battalion, he said.

"We would introduce the Queen Ropuiliani Women Empowerment Scheme whereby every girl child will be offered a cumulative financial assistance to the tune of Rs 1.5 lakh," he added.

It will also launch 'Operation Drug-Free Mizoram' to curb drug addiction among youths of the state, if voted to power.

Mr Nadda said the BJP will establish a special investigation team to probe the "irregularities and corruption" in the implementation of the Socio-Economic Development Programme, the flagship scheme of the Zoramthanga-led Mizo National Front (MNF) government.

He said the BJP is also committed to resolving the long-standing border dispute between Mizoram and Assam.

The BJP also promised a budget of Rs 250 crore to revamp the government schools, and Rs 350 crore to build new government colleges and revamp the existing ones.

It promised 'Mizoram Olympic Mission' to make it a leading state for sportspersons. Among the initiatives will be a sports academy and fully-funded scholarships for aspiring sportspersons in different disciplines.

Mr Nadda also announced that the coverage under the Ayushman Bharat scheme will be increased from Rs 5 lakh to Rs 10 lakhs, and the Zoram Medical College (ZMC) will be upgraded to Regional Institute of Medical Sciences (RIMS).

The annual financial assistance of Rs 6,000 under the PM-Kisan scheme for farmers would be increased to Rs 8,000, he said.

The BJP will also allocate Rs 3,000 crore to upgrade and modernise all roads over the five years, if voted to power, he added.

Mr Nadda said the BJP will revamp state tourism with a corpus of Rs 250 crore.

He said the Northeast region experienced a significant change after the NDA came to power at the Centre.

Polling for the 40-member Mizoram assembly will be held on November 7, and the counting of votes will take place on December 3.

The BJP, which contested 39 seats in the last assembly polls in 2018, is now contesting 23 seats. It has one MLA in the current assembly.

"PM Modi In Maharashtra Because...": Congress Leader's Big Charge

Maharashtra Congress chief Nana Patole on Thursday claimed Prime Minister Narendra Modi was in the state to get some industries, including the diamond sector, to shift to neighbouring Gujarat.

He also alleged the BJP-led state government was looting Maharashtra on the instructions of "Delhi" (an apparent reference to the Centre).

PM Modi was in Shirdi in Ahmednagar district, where he inaugurated a massive devotees' complex of the renowned Sai Baba temple, the canal network of the Nilwande Dam, as well the 'Namo Shetkari Mahasanman Nidhi Yojana' under which 86 lakh farmers of the state will get Rs 12,000 each per year as aid.

"The activities of shifting mega investment projects from Maharashtra to Gujarat has been going on for the last one-and-half years. Prime Minister Narendra Modi is touring the state today to shift diamond and other business activities in Mumbai to Surat (in Gujarat)," Mr Patole alleged.

"The Eknath Shinde-Devendra Fadnavis government is making all efforts to reduce the importance of Mumbai in the country's economy. The state's BJP-led government is looting Maharashtra on the instructions of Delhi," he told reporters.

A vast diamond industry is being developed in Surat, which will take away Mumbai's business, he told reporters.

PM Modi is also here to issue pending works of the Mumbai-Ahmedabad bullet train project, which is a burden on Maharashtra, Mr Patole claimed.

2 Dead In Jharkhand As Truck On Way To Durga Immersion Falls On People

Two persons were killed and four others suffered injuries on Tuesday when a truck fell on the people who were in a procession for immersion of the idol of goddess Durga in Jharkhand's Jamshedpur city on Tuesday evening, Health Minister Banna Gupta said.

The incident occurred at Bodhanwala ghat under Bistupur police station when the truck was negotiating a slope.

Two persons died in Tata Main Hospital where four other injured are under treatment, the health minister said in a statement issued after visiting the healthcare facility.

The condition of two of the injured is stated to be serious.

All the victims were members of the Kitadih Puja Committee in Bagbera area here, police said adding that they were in the immersion procession.

Gupta asked East Singhbhum District Civil Surgeon Dr Jujhar Majhi and the hospital authorities to ensure proper treatment of the injured.

Chief Minister Hemant Soren condoled the death of the two persons during the immersion of the idols.

“May God grant peace to the departed souls and give strength to the bereaved family members to bear this grief. The district administration is providing medical aid to the injured people. I wish speedy recovery to all the injured.” The district administration appealed to the devotees to take care of their safety on a priority basis during the immersion.

A huge crowd thronged the roads of Steel City here to witness immersion processions taken out by over 200 community Durga puja committees.

Immersion of idols is underway in different ghats amid tight security. While divers were engaged in ghats as a precautionary measure, the police are using drones to keep a vigil on miscreants.

Irfan Pathan Equates Mohammed Shami To 'Ferrari', Wins Internet With Tweet

Former pacer Irfan Pathan compared Mohammed Shami with "Ferrari" after the 33-year-old bagged a five-wicket haul against New Zealand at Himachal Pradesh Cricket Association Stadium in Dharamsala on Sunday. "Mohammed Shami is like Ferrari. Whenever you take it out of garage it will give you same speed thrill and joy to ride every time," Irfan Pathan wrote on X (formerly Twitter). Following his brilliant performance against New Zealand, Shami broke plenty of records. He became the first Indian to bag two five-wicket hauls in the history of the ODI World Cup. Shami's stupendous performance helped the 'Men in Blue' to restrict New Zealand at 273 on Sunday.

Shami also overtook legendary spinner Anil Kumble to become the country's second-highest wicket-taker in the history of the ICC Cricket World Cup.

In the ODI World Cup, Shami made his debut in the 2015 edition. His current tally in World Cup wickets stands at 36. His best figures in the prestigious tournament are 5/54.

Coming to the match, India put New Zealand to bat first. 'Men in Blue' was off to a good start, reducing Kiwis to 19/2 in powerplay. But a partnership of 159 runs between Mitchell and Rachin Ravindra (75 in 87 balls, with six fours and a six) helped NZ come back in the game.

However, India made a comeback in later stages, bundling out Kiwis for 273 runs in 50 overs.
Shami (5/54) was the pick of the bowlers for India. Kuldeep Yadav (2/73) was also fine with the ball. Jasprit Bumrah and Mohammed Siraj took a wicket each.

India won the match by 4 wickets with Virat Kohli scoring a brilliant 95.

'India Favourites To Win The Cricket World Cup Irrespective Of...': Taylor

Ahead of the clash between India and New Zealand, former New Zealand batter Ross Taylor lauded New Zealand and its stand-in skipper Tom Latham for their performances, but also warned that Men in Blue in their home conditions is a "different beast" and will remain favourites to win the tournament irrespective of the result of the match. India will lock horns against New Zealand at Dharamshala on Sunday. Both teams are undefeated in the tournament, having won four matches each and having eight points. New Zealand is at the top due to a better net run rate.

"I arrived in India on Friday and it is fantastic to be here in time for what is set to be a great match between the two remaining unbeaten teams," said Ross in his exclusive column as quoted by ICC.

"Of course, the fact New Zealand are one of them is particularly pleasing and I have been really impressed with how they have gone about it so far. They have played fantastically well. The first game would have come as a bit of a surprise to some - not necessarily beating England, but the manner in which they did so," he added.

Ross said that other than some overs of being put under pressure against Afghanistan, Kiwis have played some "very consistent and dominant cricket".

"Everyone has stood up at different stages. A lot has been made of the injuries to Tim Southee and Kane Williamson but the people who have come in have stepped up, particularly Will Young and Rachin Ravindra," he said.

Ross lauded Rachin for his performances, saying that he has taken his chance and looks all set to become a key part of the Kiwi side for years to come.

"If you had said two or three weeks before the tournament that Rachin would have been in the starting line-up, I do not think anyone would have picked that," said Ross.

"He pushed himself in there with his performances in the warm-up games and even then, I do not think people thought he would have batted as high up the order as he has," he continued.

"But he has taken his chance and he looks set to be a key part of the New Zealand side not only in this tournament but also in the years to come," concluded Ross about the all-rounder.

Ravindra (215 runs in four matches at 71.66, one century and fifty, three wickets) and Will Young (124 in three innings with two fifties) have been standout batters for the Kiwis.

"Tom Latham has stepped up too and shown fantastic leadership. Kane is obviously a big part of the team but they have played well without him for a while through this year and they know they can win without him, which is important," said Latham.

Kane had made a comeback against Bangladesh but an injury to his thumb after being hit by a ball while running has put his further participation in doubt again.

Ross said that NZ will have to get off to fine starts as they have some tough games coming up, starting with the Indian fixture.

"India in their home conditions are a different beast and they have started unsurprisingly strongly - I see them as favourites to win the competition at this stage, no matter what happens in Dharamshala tomorrow," said Ross.

The former batter lauded pace spearhead Jasprit Bumrah, spinners Kuldeep Yadav and Ravi Jadeja and the top-order consisting of skipper Rohit Sharma, Shubman Gill and Virat Kohli for their performances.

"Jasprit Bumrah has led the attack brilliantly, Kuldeep Yadav and Ravi Jadeja are bowling really nicely and their top three have been fantastic for a long time," said Ross.

"You cannot expect your top three to score runs all the time but they also now seem to have found a nice combination at four and five with Shreyas Iyer and KL Rahul. New Zealand will need early wickets to put that middle order under pressure," he added.

Ross said the crowd, the majority of which will have Indian supporters will play its part in the match but also thinks that Kiwis will thrive there.

"The crowd will naturally play a part but I think New Zealand will thrive in that atmosphere. Every time you come here, you play in front of full crowds and you know you will be up against it. But at the same time, that's what you like about playing at World Cups, you want to play in front of full stadiums and test yourself against the best. The crowds here are very vocal but very fair at the same time," said Ross.

Ross noted that NZ has a strong record against India, having not lost a fixture at an ICC event for 20 years to them.

"I am not sure quite what explains why New Zealand keep beating India at these tournaments but if you talk to a lot of Indian supporters, New Zealand are their second favourite team - maybe that has something to do with it, who knows?!."

"Four years ago, we played them in the semi-final in Manchester and it was an iconic occasion. There was the Martin Guptill run out of MS Dhoni, the game going over two days because of the rain and ultimately, New Zealand coming out on top," recalled Ross about the 2019 semifinal and Dhoni runout that cost India the game.

"Hopefully, there will be a similar result tomorrow - top of the table at the halfway stage would be a great place to be," he concluded.

Delhi Records Minimum Temperature Of 16.1 Degrees Celsius

Delhi recorded a maximum temperature of 31.1 degrees Celsius on Friday, a notch below the season's average, according to the India Meteorological Department.

The national capital's minimum temperature settled at 16.1 degrees Celsius, two notches below the season's average, the IMD said.

The relative humidity oscillated between 89 per cent and 45 per cent.

The IMD has predicted mainly clear skies for Saturday. The maximum and minimum temperatures in the city are likely to settle at 32 and 16 degrees Celsius, respectively.

Delhi's Air Quality Index (AQI) stood at 190 around 7 pm, according to Central Pollution Control Board (CPCB) data.

An AQI between 0 and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', and 401 and 500 'severe'.

WC: Warner, Marsh Tons, Zampa Magic Lead Australia To 62-Run Win Over Pak

David Warner and Mitchell Marsh symbolised Australia's insatiability with the bat and Adam Zampa's relentlessness with the ball as the five-time champions registered a revitalising 62-run win over Pakistan in the World Cup match in Bengaluru on Friday. Brutal hundreds by Warner (163 off 124 balls) and Marsh (121 off 108 balls) led Australia to an imposing 367 for 9. Pakistan batters fought valiantly but could only manage 305 as leg-spinner Zampa (4/53) inflicted blows at vital junctions. Australia need to profusely thank both Warner, who hammered his 21st ODI hundred, and Marsh, his second ton, for keeping their World Cup campaign on track with a blistering assault.

The Aussie openers amassed 259 runs in just 203 balls, and it was only the fourth instance in World Cup history that both openers notched centuries in the same match.

Australia needed a dominant show to spruce up their confidence after three middling efforts that fetched two defeats and a win in this tournament, and they did it with a bang.

The only spanner in their easy rollicking was left-arm pacer Shaheen Shah Afridi, whose five-wicket haul (5/54) was just a sad reminder as to what other Pakistan bowlers could have done with a bit of thinking.

Warner, who was dropped twice on 10 and 105, and Marsh were at their marauding best against a Pakistan attack that lacked direction on a smooth M Chinnaswamy Stadium pitch with a quick outfield adding value to their shots.

They were either too full, too short or strayed on to the leg side, and the Aussie batters did not need any second invitation to exploit the flowing freebies.

All this could have been a tad different for Pakistan had Usama Mir, who replaced Shadab Khan, held on to a simple skier from Warner off Afridi, whose clever variations were a treat to watch, inside the ring.

Warner was on 10 then in Australia's total of 22.

Pakistan captain Babar Azam gave the ball to Haris Rauf in the ninth over, hoping for a breakthrough. But the Aussies slipped into the top gear precisely from that over.

The right-arm pacer was carted for 24 runs in his first over. Warner started the carnage with a four and six and Marsh finished it with three fours in succession.

Thereafter, Australia's run-rate hardly came under seven for the rest of the innings.

Hasan Ali found some early movement away from Marsh, but Warner took him head on with a series of pulls and flicks, including a monster six that thudded on to the roof.

Pakistan pressed their spinners Mir and left-arm spinner Mohammad Nawas into service but they made zero impact.

They were quite unimaginative, and just kept feeding both Warner and Marsh, who preferred the ground route early on in his innings, with short balls which were effortlessly put away.

Australia notched up their 100 in the 13th over, 200th in the 30th over and 300 in the 41st over as their run machine marched forward inexorably.

Warner brought up his hundred, fourth consecutive against Pakistan in ODIs, with a single off Mir, and the signature jump-and-punch celebration followed to the joy of a near full house of crowd, that encouraged both the sides.

Birthday boy Marsh followed his senior partner soon in reaching the three-figure mark with a boundary off Mir, and he celebrated the landmark with a mighty roar.

Marsh departed soon when his flick off Afridi was snaffled by Mir at short fine leg, a rare occasion for a Pakistan fielder to hold on to a catch on a day when they dropped three catches along with numerous other fumbles on the field.

He walked back only after helping Warner to realise the second-best opening stand in World Cups after 282 between Sri Lanka's Tillakaratne Dilshan and Upul Tharanga in 2011.

Post Marsh's dismissal, Pakistan did manage to pluck some quick wickets -- in fact 8 of them for 108 runs to restrict Australia under 400 which once seemed a genuine possibility.

Even then, 369 was a steep mountain. But there was this underlying fearlessness and efficiency with which Pakistan approached their chase.

Openers Imam-ul-Haq, who at times reminds of his legendary uncle Inzamam-ul-Haq with his neat timing and crisp shots, made his first fifty (70 off 71 balls) of this tournament, while Abdullah Shafique (64 off 61 balls) continued his fine touch after coming in for injured Fakhar Zaman.

Together, they milked 134 effortless runs in 127 balls. Of course, they were helped by a drop each as well.

Imam was dropped on 48 by Pat Cummins off Glenn Maxwell, while Shafique was given a life by substitute Sean Abbot off Cummins on 27.

However, Marcus Stoinis, who was not afraid to dig the ball into the pitch to get some bounce, got rid of both Imam and Shafique in rather quick succession and leg-spinner Zampa snaffled the prized wicket of Babar as Pakistan seemed to have hit the slide button.

But, Mohammad Rizwan and Saud Shakeel added 56 runs off 48 balls to keep Pakistan steady as Aussies tried to apply constant pressure in the middle overs.

Their effort eventually paid off as Zampa got the wickets of both Mohammad Rizwan and Iftikhar Ahmed with skidders that both the batters failed to read, ending up as leg-before victims.

Those dismissals also ended any hopes Pakistan entertained to enact a miracle.

"Manipur Mobile Internet To Be Restored In 4-5 Days": Chief Minister

Manipur Chief Minister N Biren Singh today said mobile internet services will be restored in the state within "four to five days."

"I understand people's hardships because of the mobile internet ban. The government was forced to impose it because some elements always tried to take advantage of the situation and create trouble. However, I want to assure you that services will be restored in the next four to five days," Mr Singh said at a programme at the mini secretariat in Ukhrul district after a cabinet meeting.

He also laid the foundation stones of several projects and inaugurated a number of schemes worth Rs 64.38 crore in the Naga-dominated Ukhrul and Kamjong districts.

Highlighting population growth in the district capital and related land issues, Mr Singh proposed developing a new Ukhrul township near Sirarakhong village.

"I want to say that the government is keen on developing Ukhrul as per the wishes of the people," he said. "Ukhrul is an important town after Imphal, but water scarcity is a major problem. To resolve it, Rs 6 crore has been sanctioned for water supply in the town," the Chief Minister said, adding there is also a plan to build a dam at a cost of Rs 180 crore to Rs 200 crore.

Mr Singh thanked civil society leaders and village chiefs for their unwavering support in the anti-drugs campaign in the state.

Win vs England Will Give Confidence In NZ Match: Afghanistan Captain

Afghanistan captain Hashmatullah Shahidi on Tuesday said the upset win over defending champions England will give his side a lot of confidence in their World Cup match against New Zealand in Chennai on Wednesday. Afghanistan stunned England by 69 runs in Delhi on Sunday to record their second win in World Cup history. The Kiwis, who are unbeaten in the tournament so far, will pose a tough challenge for the Afghans, but Shahidi asserted that his side would be up to the task once again.

"Definitely it was a big win for us. England are defending champion. So, that will give a lot of confidence for our team," he said during the pre-match press conference.

"And we had belief from the beginning of the tournament, but the first two games didn't go our way." As far as Afghanistan's preparations are concerned, they have had enough camps and outings in India.

Afghanistan roped in former Indian batter Ajay Jadeja as a mentor for this tournament, and Shahidi said that having Indians with his side has really helped their batting to flourish.

"We had a coach in the past also from India, and right now Jadeja. If you look at India, their (Indians) batting is very good. So, those talks about batting and the team, it helps us whenever an Indian coach is with us," he said.

Shahidi said he did not agree with the perception that cricket facilities in Afghanistan are not adequate.

"We have good enough facilities to prepare ourselves. We have good domestic cricket also. If we want to prepare or arrange camps in our country, it's possible.

"In every city, in Jalalabad, Kabul, Kandahar, we have facilities, we have stadiums, we have academies. It's not like India, but still, you can prepare yourself on it." The Chepauk ground here is not an unknown territory for the Afghans, having had numerous training session and preparations at this venue, and Shahidi feels that the experience would come in handy against the New Zealanders.

"India was our home for two or three years. So, we are used to it. On this ground, we had a preparation camp for the 2019 World Cup. We spent 40 days here.

"So, all these things give us a lot of advantage, especially in these conditions like India, because with that, the condition is same to Afghanistan also."

No Central Team Allowed To Survey Land For SYL Canal: Punjab Minister

No central team will be allowed to survey land for the SYL canal in Punjab, Finance Minister Harpal Singh Cheema said on Saturday.

Harpal Cheema, who met reporters after a Cabinet meeting, was asked if the Punjab government had received any intimation about a likely central team visit to conduct a survey.

"We have not received any information in this regard yet," the AAP leader said and added that if any central team arrives in the state, the Punjab government will strongly oppose the visit and not allow a survey.

Mr Cheema's response follows Shiromani Akali Dal leader Prem Singh Chandumajra claiming on Friday that central survey teams would arrive in Punjab on November 1.

"We have learnt that central survey teams are expected to come to Punjab on November 1," Chandumajra had said.

The Sutlej Yamuna Link (SYL) canal was conceptualised for effective allocation of water from the Ravi and the Beas rivers. The project envisages a 214-kilometre canal, of which a 122-kilometre stretch is to be constructed in Punjab and the remaining 92 kilometres in Haryana.

Haryana has completed the project in its territory but Punjab, which launched the work in 1982, shelved it subsequently.

Opposition leaders have been attacking the Bhagwant Mann government over the issue, accusing it of failing to safeguard Punjab's interest.

The Supreme Court on October 4 asked the Centre to survey the portion of land in Punjab which was allocated for the construction of the SYL canal in the state and make an estimate of the extent of construction carried out.

The Congress, BJP and the Shiromani Akali Dal have held protests over the past few days on the issue.

WC 2023: Why Suryakumar Can Be The X-Factor For Rohit And Co vs Pakistan

The inclusion of Suryakumar Yadav in the Indian cricket team squad for Cricket World Cup 2023 was met with a lot of criticism from both experts and fans. The explosive batter made a name for himself in the Indian Premier League (IPL) and T20I matches but his form in ODI cricket left a lot to be desired. Be it the lack of consistency or how he paces his innings, a question mark always loomed over his prospects in the World Cup. However, back-to-back half centuries against Australia just ahead of the tournament proved to be a major confidence boost for him and against Pakistan on Saturday, he can prove to be the X-factor.

At present, there is no guarantee that he will even make the playing XI with the batter not featuring the first two matches of Cricket World Cup 2023. The Indian cricket team went with three spinners in the match against Australia and against Afghanistan, Shardul Thakur replaced Ravichandran Ashwin. However, heading to Ahmedabad, the conditions are going to be far more batter-friendly and it is that factor precisely that opens the gates for Suryakumar to finally make his debut in the competition.

The Narendra Modi Stadium at Ahmedabad has traditionally favoured batters and with Shubman Gill not a certainty due to illness, India may find themselves looking to boost the batting line-up. In Gill's absence, Ishan Kishan has taken his place as opener with Shreyas Iyer, KL Rahul and Hardik Pandya forming the middle order after Virat Kohli. However, Kishan and Iyer both failed to perform against Australia.

While the batters were back in good touch against Afghanistan, the bowling attack of Shaheen Afridi, Haris Rauf and Shadab Khan will provide a significantly harder challenge. In that case, India may opt for five bowlers with Hardik Pandya being the third pace option and include Suryakumar as a specialist batter. In a pitch that is known to produce big scores, an extra batter can end up being a huge factor.

Suryakumar has played three matches at the venue for Mumbai Indians in the IPL and he has scored 93 runs with one half century and a strike rate of 138.81. While the difference in formats surely needs to be considered, his explosive style of batting is something that can prove crucial against Pakistan. It is a possibility that he can be used as the No. 6 batter after KL Rahul and that decision will mean that India will go into the match with a batting that extends till No. 8 in the form of Ravindra Jadeja.

WC: Williamson Leads NZ To Win Over Bangladesh, Suffers New Injury Worry

Kane Williamson marked his return to the World Cup with an undefeated 78 as New Zealand cruised past Bangladesh by eight wickets on Friday but the captain was forced to retire hurt with a thumb injury. Williamson had been sidelined with a serious knee injury picked up during the IPL and sat out New Zealand's first two wins at the World Cup. Chasing 246 to win, the 33-year-old, playing his first ODI since January, had reached his 43rd fifty in the format off 81 balls and was looking well set for a century.

He moved on to 78 with eight fours and a six when he had to call it quits after a throw from the deep rapped him painfully on the glove, jamming his thumb against the bat handle.

In discussion with the medical team, and with the Black Caps only 46 runs short of victory, it was decided to take Williamson out of the game.

"Not sure just yet," said Williamson when asked about the gravity of the injury.

"It got a bit fat and colourful straight away which made holding the bat difficult. I'll have a scan tomorrow and hopefully it's okay."

New Zealand comfortably wrapped up their third win with 43 balls to spare.

Williamson had put on a second-wicket stand of 80 with opener Devon Conway (45) and then 108 with Daryl Mitchell who raced to his 50 off 43 balls.

Mitchell did it in some style with a giant heave for six off Bangladesh seamer Shoriful Islam.

Mitchell finished undefeated on 89 off just 67 deliveries, with six fours and four sixes under his belt.

New Zealand, runners-up at the 2015 and 2019 World Cups, had already defeated defending champions England as well as outsiders Netherlands in India.

Bangladesh defeated Afghanistan and then lost to England.

Earlier, Mushfiqur Rahim hit a fine half century to lead Bangladesh to 245-9 while veteran Black Caps fast bowler Trent Boult claimed a 200th one-day international wicket.

Mushfiqur made 66 off 75 balls with six fours and two sixes, taking his number of fifties in the format to 48 having also hit a half-century against England three days ago.

The 36-year-old, playing in his 259th ODI, shared a crucial 96-run fourth wicket partnership with skipper Shakib Al Hasan (40) to help their team recover from 56-4.

Boult's 200th wicket

Mushfiqur was eventually clean-bowled by Matt Henry as he attempted to pick up the scoring rate after Shakib had perished, caught by wicketkeeper Tom Latham off Lockie Ferguson after top-edging an attempted pull shot.

Shakib ended his innings suffering from cramps in the sweltering heat and batting without a helmet or cap against the spinners.

After the game, teammate Najmul Hossain Shanto said Shakib "has gone for a scan" without specifying the injury concern.

"We'll then know what's happened to him," said Najmul.

Mushfiqur's brother-in-law Mahmudullah, batting at number eight, added a valuable undefeated 41.

Boult, meanwhile, became the sixth New Zealand player to take 200 ODI wickets.

The 34-year-old reached the personal landmark when he dismissed Towhid Hridoy, caught at extra cover by Mitchell Santner for 13, in the 38th over.

Playing in his 107th ODI, Boult also dismissed opener Liton Das off the first ball of the match.

Liton was celebrating his 29th birthday but any hopes of a big score to mark the occasion were shattered when he shuffled down the wicket to confront Boult only to sky the ball to a grateful Henry who pocketed the chance at fine leg.

Punjab's 2-Day Assembly Session "Is Bound To Be Illegal": Governor Office

Days after the Bhagwant Mann government called a two-day sitting of the Punjab Assembly, the Governor's Secretariat has said this session -- being projected as an extension of the Budget session -- is "bound to be illegal" and any business conducted during it "unlawful".

However, notwithstanding the Governor's Secretariat's letter dated October 12 pointing to the alleged illegality involved, the Vidhan Sabha Secretariat on Friday announced the schedule of the session.

This is the second time this year that a row has erupted between the AAP government and the Raj Bhavan over the summoning of an assembly sitting and fresh developments are likely to escalate it further.

The Raj Bhavan reminded the assembly secretary on Thursday that a few months ago, the governor had termed a similar special sitting of the budget session in June "patently illegal".

Punjab officials had earlier said the October 20-21 session would be an extension of the fourth session -- the budget session in March.

The session is widely expected to discuss the recent Supreme Court directive on the construction of the Sutlej-Yamuna Link Canal in Punjab, a project which the state is reluctant to complete, claiming that it has no water to spare for neighbouring Haryana.

According to the tentative schedule issued by the Punjab Vidhan Sabha Secretariat on Friday, the sitting will begin with obituary references on October 20 at 11 am, followed by legislative business to be taken up at 12 pm. The House will take up legislative business on October 21.

In its letter to the Punjab Assembly's secretary, the Governor's Secretariat said, "I have been instructed to draw your attention to the Hon'ble Governor's letter dated July 24, 2023, which recorded Hon'ble Governor's objection to a similar extended session styled as the 'Special Session of the 4th (budget) of the 16th Punjab Vidhan Sabha', called on June 12, for June 19 and 20." "Based on legal advice and for reasons stated in the said letter, Hon'ble governor had pointed out that the calling of such a session was patently illegal, against the accepted procedures and the practice of the legislature, and against the provisions of the Constitution," it stated.

In the present case also, calling a "special session of the fourth budget session of the 16th Punjab Vidhan Sabha", suggesting that it is a continuance of the fourth session which was adjourned sine die on June 20, is "an attempt to extend the budget session which was summoned by the Hon'ble Governor for March 3, 2023, and which stood concluded on March 22 after the completion of the agenda for business of the said session", the letter said.

"In view of the reasons stated in the letter dated July 24, any such extended session is bound to be illegal, and any business conducted during such sessions is unlawful, and ab initio void (having no legal effect)", it added.

On Thursday, Punjab Governor Banwarilal Purohit told reporters in Amritsar that he was not asked about the two-day assembly session being called by the AAP government.

Officials argue that the session will be an extension of the budget session and there is no need to take the approval of the governor.

Since the fourth session has not been prorogued yet, approval of the governor to call a sitting of the assembly is not required and the assembly speaker is competent to convene it, official sources had said earlier.

The Mann-led Punjab government has locked horns with the Raj Bhavan on several issues in the past.

In July, Purohit said that once the business of the meeting is over and nothing remains to be transacted, the meeting cannot be artificially kept alive. His response had come after Mann urged him to sign the Sikh Gurdwaras (Amendment) Bill, 2023, aimed at ensuring a free-to-air telecast of 'Gurbani' from the Golden Temple in Amritsar.

It was one of the four bills passed during the June 19-20 session. The bills are still lying with the governor for his approval.

On the SYL issue, the opposition parties have turned the heat on the AAP government, accusing it of weakening Punjab's stand in the Supreme Court by stating that the state government was "ready to build the canal but the opposition parties and farmers were not allowing it".

The top court had on October 4 asked the Centre to survey the portion of land in Punjab that was allocated for the construction of part of the SYL canal and make an estimate of the extent of construction carried out there.

Haryana Bureaucrat Arrested On Corruption Charges, 2nd Case In A Week

Haryana's Anti-Corruption Bureau (ACB) has arrested an IAS officer, Jaibir Singh, for allegedly demanding a bribe to sanction a transfer, an official spokesperson said on Thursday.

Jaibir Singh, who is posted as the managing director of the Haryana State Warehousing Corporation, is the second bureaucrat to be arrested in a corruption case in two days.

IAS officer Vijay Dahiya was arrested by the ACB in connection with a corruption case on Tuesday.

A complaint was received that Singh had demanded a bribe of Rs 3 lakh from the complainant for sanctioning a transfer. The ACB arrested Singh o n Wednesday after a middleman allegedly accepted the bribe on his behalf, an ACB spokesperson said.

The middleman, a private individual, was also arrested from Panchkula, he said.

A case has been registered against Singh, the private person and two others at Panchkula ACB police station, the spokesperson said.

"Sextortion" Racket Using Dating Apps Busted In Odisha, 4 Minors Detained

The Odisha Police on Wednesday arrested a person and detained four minor boys for their alleged involvement in a "sextortion" racket being operated through dating apps.

The police action came on the basis of written complaints filed by two persons from Bhubaneswar and Khurda.

"We have detained four minor boys and arrested an adult male for luring and cheating people through dating apps. They also extorted money from the victims by blackmailing," said Girija Shankar Chakrabarty, ACP (Zone-II), Bhubaneswar.

The gang members used to engage in friendly chats with people and invite them to a house in Bhubaneswar, where they allegedly shot obscene videos and threatened to circulate those on social media, police said.

They would rob their victims of valuables and transfer money from their bank accounts by blackmailing them, the officer said.

Further investigation is underway.

PAK vs SL: List Of Records Broken In High-Scoring World Cup Thriller

The Pakistan vs Sri Lanka match in the Cricket World Cup 2023 turned out to be a high-scoring thriller, with the two teams putting nearly 700 runs on the board cumulatively. In different phases of the match, both seemed to have had some sort of edge, but it was Mohammad Rizwan's unbeaten knock of 131 runs that proved to be the difference maker. S Jaishankar Meets Sri Lankan President, Holds Extensive Discussions

External Affairs Minister S Jaishankar on Wednesday called on Sri Lankan President Ranil Wickremesinghe in Colombo and held "extensive discussions" aimed at enhancing the relationship between the two neighbours.

The minister, who is here to attend the 23rd Council of Ministers Meeting of the Indian Ocean Rim Association (IORA), met with President Wickremesinghe at the Presidential Secretariat.

"Called on President of Sri Lanka Ranil Wickremesinghe today evening in Colombo. Conveyed the warm greetings of PM @narendramodi. Discussed the progress in taking the India-Sri Lanka relationship forward across the many domains of our cooperation," Mr Jaishankar said in a post on platform X.

During their meeting, they engaged in "extensive discussions aimed at enhancing the relationship" between India and Sri Lanka, the President's office said.

Additionally, three new bilateral agreements were signed to foster greater cooperation between the two countries, it added.

The minister said India and Sri Lanka also launched a logo celebrating the 75 Years of "our diplomatic relationship today".

Sharing the picture of the logo on X, he said, it "captures our deep historical, cultural and people to people bonds".

S Jaishankar arrived in Colombo on Monday evening to attend the IORA Council of Ministers meeting - the highest decision-making body of IORA, the largest and pre-eminent organisation in the Indian Ocean Region with 23 members and 10 dialogue partners.

At the meeting, India assumed the Vice Chair role of IORA for 2023-25 leading to chairing in 2025-27.

This was his second visit to Sri Lanka in 2023.

S Jaishankar last visited Colombo in January during which he held talks with Lanka's top leadership and discussed the entire gamut of close bilateral partnership and steps to strengthen it in all spheres.

Crocodile Strays Into West Bengal Town In Dead Of Night, Rescued

A crocodile strayed into a town in West Bengal's Purba Bardhaman district in the dead of the night, triggering panic in the area, officials said on Tuesday.

The incident happened in Palpara of Kalna town. The crocodile entered the area around 1 a.m. from the nearby Bhagirathi river, they said.

The people of the area, panicked by the situation, spent a sleepless night with the crocodile going from one lane to the other.

"We haven't seen any such thing in our lives. We were awake the entire night," said Subhash Mondal, a local.

The crocodile was rescued by personnel of the Forest Department around 8 a.m., officials said, adding that it will be released into the river.

"It is suspected that the rise in the water level of the river may have led to this incident. It is also possible that the crocodile entered the locality while chasing prey," said divisional forest officer Nisha Goswami.

The victory gives Pakistan two wins in as many games and a huge boost in confidence ahead of their high-profile clash against India in Ahmedabad on Saturday.

Rizwan cracked eight boundaries and three sixes while Shafique's knock had ten boundaries and three sixes as Pakistan improved on the previous highest World Cup chase of 328 by Ireland against England in Bangalore in 2011.

Rizwan added a match-turning 176 run stand for the third wicket with Shafique and another 95 for the fourth with Saud Shakeel who made a 30-ball 31.

Rizwan and Shafique lifted Pakistan from a disastrous start in which they lost Imam-ul-Haq (12) and skipper Babar Azam (ten) to pacer Dilshan Madushanka.

Haq, who completed 3,000 runs in 67 innings to become the second joint fastest to the milestone, hooked into the hands of the fielder while Azam edged a flick behind the wicket.

Shafique, who replaced out-of-form Fakhar Zaman, justified his selection by reaching his maiden hundred off 97 balls.

Shafique fell in the 34th over to Matheesha Pathirana but Rizwan continued the chase, reaching his third ODI hundred off 97 balls.

He hit the winning single and raised his hands in delight.

When Sri Lanka batted, after winning the toss, Mendis smashed the fastest century for Sri Lanka in a World Cup match with a 77-ball 122, his highest score in ODIs and third century.

- Mendis dropped twice -It was an innings spiced with 14 boundaries and half a dozen sixes, leading the charge for Sri Lanka while Samarawickrama hit an 89-ball 108 for his maiden hundred.

Samarawickrama hit 11 boundaries and two sixes.

Mendis twice escaped dropped catches -- Shaheen Shah Afridi dropped him off his own bowling in the fifth over and then Imam-ul-Haq blundered in the next over again off Shaheen on 18.

Mendis completed his 50 off 40 balls with his seventh boundary, lifting Sri Lanka from the early loss of Kusal Perera (nought) in the second over to Hasan Ali.

Mendis put on a 102 with Pathum Nissanka whose 51 came off 61 balls with seven boundaries and a six.

Once Nissanka fell to Shadab Khan, Mendis and Samarawickrama unleashed some superb hitting against Pakistan's pacers and spinners alike, adding 111 for the third wicket.

They were savage on fast bowler Haris Rauf, hitting him for two sixes and a boundary in the 21st over.

When Shaheen came back for a second spell, Mendis cracked three fours in the 25th over.

Hasan was hoisted by Mendis for a six to allow the batsman his third hundred off 65 balls.

It was his first century in three-and-a-half years but he had made 76 in the opening defeat to South Africa and now has at least five half-centuries in his last seven ODIs.

Previously, Kumar Sangakkara held the Sri Lanka World Cup record with a 70-ball hundred, scored against England in 2015.

Mendis's previous best was 119 against the West Indies in Hambantota in February 2020.

Mendis hit two sixes off Hasan's 29th over before he holed out at deep mid-wicket boundary.

Hasan then removed Charith Asalanka for one but Samarawickrama and Dhananjaya de Silva (25) added 65 for the fifth wicket.

Hasan finished as the best bowler with 4-71 while Rauf took 2-64.

Artist Chintan Upadhyay Gets Life Imprisonment For Conspiring To Kill Wife

A sessions court here on Tuesday sentenced artist Chintan Upadhyay to "rigorous imprisonment for life" for conspiring to kill his estranged wife Hema Upadhyay. Rejecting the prosecution's demand for a death sentence, the court, in the judgment, noted that Chintan was an acclaimed international artist who did not have any criminal antecedents.

While seeking to "finish off all the problems relating to Hema once and for all, a thought might have taken the shape of determination to eliminate" her, said additional sessions judge, Dindoshi court, S Y Bhosale in his judgment.

On October 5, the court had held Upadhyay guilty of abetting and conspiring to kill his wife, who too was an artist.

On Tuesday, the sentence was passed.

Three co-accused, namely, tempo driver Vijay Rajbhar and helpers Pradeep Rajbhar and Shivkumar Rajbhar, found guilty of murdering Hema and her lawyer Haresh Bhambhani, were also sentenced to rigorous imprisonment for life.

The court order noted that the flat where Hema and Chintan were residing was jointly owned by them. In case of Hema's death, the property would have gone to Chintan.

While Chintan had filed a petition for divorce on the ground of cruelty which the family court granted, Hema challenged it before the High Court, and thus, Chintan was required to wait till the HC decided the matter, the sessions court said.

These two circumstances were sufficient to infer the motive to kill Hema, it said.

But the case was not "rarest of rare" (which warrants capital punishment), and hence it was awarding the punishable of life sentence, the court said.

The other three accused had no criminal antecedents and were young, the judge said, adding that Shivkumar had just completed 18 years of age when the crime was committed.

"Their financial condition appears to be very poor, and that appears to be the sole ground that they agreed to commit the present offence," the judge said.

Chintan Upadhyay had crossed 50 years of age and was well-off; he was also an internationally acclaimed artist, the court noted.

"He has no criminal antecedents. It appears that at particular point of time to finish off all the problems relating to Hema once and for all, a thought might have taken shape of determination to eliminate Hema," the court said.

This thought was the result of the particular period he was passing through, it added.

"Thus, there appears less possibility that they (the four convicted accused) would commit any offence in future. In other words, the possibility of reformation of these accused is high," it said.

The court held though "the act of the accused was brutal, the case cannot be termed as a rarest of rare case which warrants death penalty."

Hema Upadhyay and advocate Bhambhani were killed on December 11, 2015, and the bodies were stuffed into cardboard boxes and thrown into a ditch in suburban Kandivali.

Vidyadhar Rajbhar, who is accused to executing the murders, is yet to be arrested.

Chintan Upadhyay was arrested soon after the murders for allegedly conspiring to eliminate his wife.

He spent nearly six years in jail before being granted bail by the Supreme Court in September 2021.

Rizwan cracked eight boundaries and three sixes while Shafique's knock had ten boundaries and three sixes as Pakistan improved on the previous highest World Cup chase of 328 by Ireland against England in Bangalore in 2011.

Rizwan added a match-turning 176 run stand for the third wicket with Shafique and another 95 for the fourth with Saud Shakeel who made a 30-ball 31.

Rizwan and Shafique lifted Pakistan from a disastrous start in which they lost Imam-ul-Haq (12) and skipper Babar Azam (ten) to pacer Dilshan Madushanka.

Haq, who completed 3,000 runs in 67 innings to become the second joint fastest to the milestone, hooked into the hands of the fielder while Azam edged a flick behind the wicket.

Shafique, who replaced out-of-form Fakhar Zaman, justified his selection by reaching his maiden hundred off 97 balls.

Shafique fell in the 34th over to Matheesha Pathirana but Rizwan continued the chase, reaching his third ODI hundred off 97 balls.

He hit the winning single and raised his hands in delight.

When Sri Lanka batted, after winning the toss, Mendis smashed the fastest century for Sri Lanka in a World Cup match with a 77-ball 122, his highest score in ODIs and third century.

- Mendis dropped twice -It was an innings spiced with 14 boundaries and half a dozen sixes, leading the charge for Sri Lanka while Samarawickrama hit an 89-ball 108 for his maiden hundred.

Samarawickrama hit 11 boundaries and two sixes.

Mendis twice escaped dropped catches -- Shaheen Shah Afridi dropped him off his own bowling in the fifth over and then Imam-ul-Haq blundered in the next over again off Shaheen on 18.

Mendis completed his 50 off 40 balls with his seventh boundary, lifting Sri Lanka from the early loss of Kusal Perera (nought) in the second over to Hasan Ali.

Mendis put on a 102 with Pathum Nissanka whose 51 came off 61 balls with seven boundaries and a six.

Once Nissanka fell to Shadab Khan, Mendis and Samarawickrama unleashed some superb hitting against Pakistan's pacers and spinners alike, adding 111 for the third wicket.

They were savage on fast bowler Haris Rauf, hitting him for two sixes and a boundary in the 21st over.

When Shaheen came back for a second spell, Mendis cracked three fours in the 25th over.

Hasan was hoisted by Mendis for a six to allow the batsman his third hundred off 65 balls.

It was his first century in three-and-a-half years but he had made 76 in the opening defeat to South Africa and now has at least five half-centuries in his last seven ODIs.

Previously, Kumar Sangakkara held the Sri Lanka World Cup record with a 70-ball hundred, scored against England in 2015.

Mendis's previous best was 119 against the West Indies in Hambantota in February 2020.

Mendis hit two sixes off Hasan's 29th over before he holed out at deep mid-wicket boundary.

Hasan then removed Charith Asalanka for one but Samarawickrama and Dhananjaya de Silva (25) added 65 for the fifth wicket.

Hasan finished as the best bowler with 4-71 while Rauf took 2-64.

Rajasthan To Witness 50,000 Weddings On Day Of Voting

Polling day in Rajasthan coincides with Dev Uthani Ekadashi, an auspicious occasion when more than 50,000 weddings are likely to take place in the state, and the people involved in the business claim that this could hurt the voting percentage. Dev Uthani Ekadashi will be observed on November 23, when voting for the 200-member Rajasthan Assembly will also be held.

Dev Uthani Ekadashi is the most preferred occasion for weddings. It also marks the beginning of the wedding season.

Trade stakeholders believe that this could affect the voter turnout in the desert state, where the election department has set a target of 75 per cent voter turnout at all the 51,756 polling booths.

The voter turnout in the 2018 Rajasthan Assembly polls was 74.71 per cent.

The Election Commission (EC) announced on Monday that voting for all 200 Assembly seats in Rajasthan will take place on November 23 and the counting of votes will be taken up on December 3.

"Dev Uthani Ekadashi is the most auspicious occasion for weddings and all Hindu castes prefer to hold weddings on this day. More than 50,000 weddings are expected to take place this year on Dev Uthani Ekadashi," Ravi Jindal, president of the All India Tent Decorators' Welfare Association, told PTI.

He said the voting could be affected due to the involvement of a large number of people in the wedding ceremonies, from traders to family members and relatives.

Mr Jindal said nearly four lakh traders, including tent dealers and event managers, are engaged in the wedding industry in Rajasthan and around 10 lakh people are directly or indirectly involved in it, including catering service providers, florists, band parties, choreographers etc.

He said many "baraat" or wedding parties travel to different districts or states for wedding-related functions and the labourers also move from place to place, depending on their work.

"In such a situation, a few lakh people will be directly or indirectly busy on the day of polling. Many may not be able to cast their votes due to being engaged in work or not being present at their polling booths on the day of voting," Mr Jindal said.

Event manager Manish Kumar said, "On Dev Uthani Ekadashi, people go to other cities and districts as part of wedding parties. Similarly, caterers, electricians, florists, band parties and all others engaged in wedding-related work remain busy throughout the day and many of them may skip voting due to this." He said the wedding venues are already booked and full-scale wedding ceremonies will be held on November 23.

Former state BJP chief Satish Poonia, however, said the situation would not have much of an impact on polling and expressed confidence that the party workers would succeed in bringing the voters to the polling booths.

He said elections are a festival of democracy and there is great enthusiasm among the workers of the Bharatiya Janata Party (BJP).

"Voting will be on the day of Dev Uthani Ekadashi, but I do not think that it would have much of an impact because our workers are committed and would ensure that each vote is counted," Mr Poonia said.

He said there is a large number of migrant Rajasthanis who are expected to come home for the wedding ceremonies and this would balance the situation in a way as they too would exercise their franchise.

The election department has made concentrated efforts to increase the voter turnout in the Assembly election.

The chief electoral officer has set a target of ensuring a 75-per cent voter turnout at all the 51,756 polling booths across the state.

A few new booths have been set up for a small number of voters in order to encourage people to vote.

More than 5.27 crore voters, including 2.75 crore male and 2.51 crore female voters, are eligible to exercise their franchise in this election, according to the final voter list.

About 22 lakh voters aged between 18 and 19 years will cast their votes for the first time.

Visva Bharti Writes To President Over Road At Santiniketan Campus

Visva-Bharati authorities on Sunday wrote to President Droupadi Murmu, seeking her intervention for returning of a road lined by heritage buildings on the central university's campus from the West Bengal government.

In a letter to the President, Visva-Bharati Vice Chancellor Bidyut Chakrabarty sought her support for the return of the road on its campus in Santiniketan which was recognised as a UNESCO World Heritage Site last month.

According to the Archeological Survey of India, if vehicles carrying heavy materials are allowed to ply, the roadside buildings, which are more than one hundred years old, will be damaged by the vibration of the movement of these vehicles, Chakrabarty claimed.

The three-km road, connecting Post Office More with Santiniketan, was taken over by the Public Works Department of the state government from the university in 2020 “to facilitate better connectivity”.

The varsity has been demanding the return of the road to protect the heritage structures lined along it.

The letter was written to the President, who is also the Visitor of the central university, days after Visva Bharati authorities urged West Bengal Chief Minister Mamata Banerjee to consider its request for the return of the road to the institution.

"We have made earnest requests to our chief minister to return the road to Visva Bharati by sending letters to her on September 25 and 30, 2023, although there is no reply," Chakrabarty claimed.

With the take-over of the road passing through the Asram by the PWD department, it has "become a source of nuisance", he said.

E-rickshaws parked on both sides of the road make the movement of tourists very difficult, and vendors set up their temporary shops on the road which is adjacent to the Asram, the VC claimed.

"The place thus becomes noisy, crowded, unmanageable on most of the days when our museums are kept open for the tourists and the crisscrossing of vehicles (tractors etc.) on this road was a source of alarm since not only does it harm the buildings in Asram because of the resultant vibration harming the structures inside Asram but also causes panic to the tourists because some of the drivers are not sensitive to rules and regulations of road safety," Chakrabarty said in the letter.

Many earn their livelihood by driving e-rickshaws and also selling souvenirs to the tourists, the VC said, adding that there are rooms just before the beginning of the Asram area and e-rickshaw drivers and the local sellers used to operate from that location when the road was kept under Visva-Bharati's supervision.

"Visva-Bharati shall take ample care in sustaining the system that worked well so long as this road was managed by its staff. The purpose is to carry on with everybody because the Heritage declaration shall bring more tourists to the campus and it is our prime duty to protect these old buildings and Asram's pristine environment," the VC said.

He also urged the President to "kindly intervene to support" the varsity's endeavour to take back the road, which will enable it to "devise plans in consultation with conservationists for its perfect maintenance".

Teesta River In Full Spate, Rescue Efforts In Progress In Sikkim

With North Sikkim cut off by a raging Teesta river, rescue efforts are in progress on a war-footing. A temporary bamboo bridge has been built at Chungthang connecting it to Pegong.

Beyond Pegong, roads and bridges connecting north Sikkim to the rest of the state has been washed away.

After the devastation, Chungthang was completely cut off from Pegong.

The construction of the temporary bridge was a priority, as it will enable transportation of stranded tourists and locals to the other side from Chungthang.

People involved in the Project Swastik of the Border Roads Organisation have established the first composite footbridge over Teesta river at Chungthang, facilitating the rescue of 50 stranded tourists from disaster-hit Lachen Valley today, BRO sources added.

The Indo-Tibetan Border Police rescued 56 civilians at Chungthang via a zip line. Of the 56 civilians rescued, there were 52 men and four women.

Fish Curry-Rice Must At Goan Shacks: State Minister Outlines New Policy

Shacks on Goa's beaches will now have to mandatorily serve "fish curry-rice", a staple of the coastal state, along with other Indian and international cuisines, said tourism minister Rohan Khaunte on Sunday.

The compulsory inclusion of the coconut-based preparation, savoured for its tangy and spicy taste, in the menu of the joints is part of the state's new Shack Policy that aims to promote the Goan cuisine, the minister said.

Up until now, shacks along the shoreline offered North Indian food but Goan dishes were not available at these places, he said.

The government has now made it compulsory for shacks to "display and serve" the Goan food, including "fish curry-rice", he said.

"We have to project our rich cuisine to tourists," Mr Khaunte said.

The tourism minister said that the Shack Policy, which was recently passed by the cabinet, also intends to address the challenge of illegal hawking and vending on the beaches.

He said that many women, who were involved in illegal hawking and vending on beaches, would pretend to be working at the shacks, when they were apprehended by tourism department officials.

"The new policy has mandated that each shack will have to submit the list of its staff to the department," he said. Those indulging in illegalities on beaches will face action, he said.

Mr Khaunte said the department is cooperating with shack operators in possible ways, but they should also ensure that tourism is not hampered due to their actions.

He said that the state is working with a vision of quality over quantity but that won't happen overnight.

"We have to work on our basic infrastructure. Anything related to tourism, we have to ensure that Goa as a tourism state has to have all the infrastructure to support the tourism industry," he said.

The minister said that hotels in Goa are recording an average of 80 per cent occupancy. "The hoteliers are happy over the occupancy. But you cannot take things for granted. If there is a drop in occupancy, the hotel owners will blame the government," Mr Khaunte said.

He said that the state has to step up efforts to promote tourism for which the department and other stakeholders will have to work together.

Injured In UP, Cobra Sent In Ambulance To Delhi For Treatment

A snake that got injured after an iron girder fell on it in a hardware shop in a village here was sent to Delhi in an ambulance for treatment.

The cobra was injured on Saturday in the shop, and due to lack of proper facilities in the Budaun district and surrounding areas, it had to be referred to the Wildlife SOS Center in Delhi, Divisional Forest Officer (DFO) Ashok Kumar said.

He said the People for Animals (PFA) volunteers took the injured cobra to the SOS Center. When a worker of the hardware shop came to pick up an iron girder, the girder slipped from his hand out of fear on seeing the cobra and and it fell on the snake.

Vikendra Sharma, an animal lover and district president of the PFA, said that when he got the information, he reached the spot and informed former Union minister and BJP MP Maneka Gandhi about it. Ms Gandhi advised him to send the cobra to Delhi for treatment.

Mr Sharma said two of his volunteers took the cobra to Delhi in a private ambulance for a cost of Rs 5000. Once the cobra recovers, it will be released in the forest, Mr Sharma added.

Vijayvargiya reciprocated the gesture by hugging Shukla, demonstrating the rare gesture of bonhomie between the probable rival candidates.

During the mass forgiveness function of the Jain community, people apologise to each other for the mistakes committed knowingly or unknowingly. This event has religious significance in the Jain community.

The Congress and BJP have upped the ante against each other by resorting to non-stop wranglings ahead of the Madhya Pradesh assembly polls due by the year-end.

While Prime Minister Narendra Modi and Home Minister Amit Shah have repeatedly visited the state in recent months, the BJP has fielded seven MPs, including three Union ministers, and Vijayvargiya apparently to overcome anti-incumbency.
